2007/28 MINUTES
¨ The minutes of the ordinary meeting of the Parish Council held on 20th March 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Long seconded Cllr Hobman - all agreed.
A letter was received from Elmhirst Solicitors - the football pitch land has been transferred to the Parish Council, who now has responsibility for it.
SOUTH MILFORD SPORTS ASSOCIATION.
The Chair invited The Football and Cricket Club to the floor to speak.
Cllr Snowball explained that the PC delegated Cllr Snowball and Hayes to meet with the Football and Cricket club to discuss joining together and applying for the 106 monies to build some sports facilities jointly for the community.
The joint Clubs explained that they had employed an Architect, Karen to put
together some drawings showing what they would like to create for the community,
which included sports facilities for training for all sorts of sports including
Netball, football etc. The building could also be used for club meetings and
other community leisure for all ages. There would be changing facilities for
Male and Female including disabled facilities. They are also in the progress
of drawing up a new constitute and are dissolving the Swan Croft and drawing
up contracts for South Milford Sports Association. Solicitors are dealing with
this.
The roll of the PC is to approve this project for 106 monies and then Gary Limbert
of SDC will be able to pull down further monies for the rest of the funding.
Cllr Snowball thanked the South Milford Sports Association for all their efforts
and felt it was very important to get these facilities for the community. Cllr
Snowball proposed that the PC reaffirmed their support in principal and subject
to robust and final plans the PC support with substantial 106 monies. Seconded
Cllr Haynes All agreed.
Cllr Snowball said the PC would be the main player in this and offer his help.
Things need to be done in the short term ready for September.
PLAYING FIELDS
The Chair invited Laura to discuss the proposed Nature Area for the playing fields. Laura presented drawings and costing from Estell Warren Landscape Architecture - total cost excluding vat £35,734.00 including 1st year maintenance. Cllrs Snowball and Haynes were concerned about the insurance re: the gym area and also about the depth of the water and obviously the safety issues involved with water. Also, who would maintain? Laura explained that the wildlife area would not need a lot of maintenance and the dyke was now the responsible of the Environment Agency. Groundwork will look at all health and safety issues and costs. Cllr Sims said it would be an excellent feature for the village and proposed the PC support. Cllr Snowball thanked Laura for all her hard work. He proposed that the PC supported this project in principal with regards to 106 monies and should allocated £12,000.00 of this. The PC suggested that Laura speak to Gary Limbert of SDC. Cllr Haynes agreed but needed clarification re the insurance and the water issues. All agreed. Laura asked how she is to proceed. Groundwork Trust the Project Manager will produce robust plans etc which then can be presented to the PC. The PC will then submit to SDC. Laura needs to organise a public meeting to discuss with the community. All agreed.
The Chair thanked Laura for all her efforts.
The Chair invited Mr Jeremy Haigh to speak. Mr Haigh wanted to ask if there
was anything could be done about the Thack public house. He lives in the new
homes opposite and as had enough of the noise and youth drinking and he as also
witnessed drug use. He as spoke to the Landlord and nothing as changed. The
PC informed Mr Haigh that he needs to speak to The Police. PC Richardson and
Mr Tim Grogan of SDC.
2007/29 MATTERS ARISING FROM PREVIOUS MINUTES
NYCC - Cllr Snowball
1. There is a meeting organise for the 7th June 2007 7-8.30pm at Eversley Park
Centre. About Prop. Unitary Authority
a) Local Disorder
¨ It was reported that lead had been taken off the Church Roof.
b) Playing Fields - discussed earlier.
c) Street Matters
¨ Letter received from Department of Trade and Industry. They will not be
using the A63 compound for the pipe dump for the Hassleby to Harrogate section
of the Hasselby to Pannal natural gas pipeline.
¨ Letter from Environment Agency saying they have recently taken over the
flood risk management on Whin Dyke which runs in front of Steeton Hall before
going into culvert at Wain Gap. The Environment Agency will shortly be carrying
out improvements by replacing the makeshift screen with one that is purpose
built and safe to maintain and clear during a flood. This work will reduce the
risk of flooding to properties in the village.
¨ A letter received from Mr and Mrs Holliday of Common Lane re Acer Tree
in front of their property. The Clerk to write to Mr and Mrs Holliday informing
them that the PC can not help and we do not have any evidence of owning this
tree.
d) A1 Motorway
¨ Cllr Hobman reported that the site office was vacated on the 5th April 07. Cllr Hobman is delegated on behalf of the PC to deal with matter arising from the A1 site.

Cllr Snowball to chase up a meeting re the A63 with NYCC, the PC and Highways
agency.
Cllr Smith to write to Arriva about removing of the bus stop in Lumby. A bus
no longer goes through the village.
