MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 18th December
2007 at Grove House, South Milford at 7.15pm

2007/91 PLANNING
1. Application for Consent to top/top two sycamore trees within group G1 of
TPO 12/2005 - 120 High Street, South Milford
The PC feels that this will be ok as long as the work is carried out to M Harrison
specification and a professional person.
2. Erection of a detached dwelling to land adjacent to 24 Westfield Lane, South Milford. The PC feels that the local residents may find the scale of the house intrusive.
Permission Granted.
Resubmission of withdrawn application for erection of one dwelling with integral garage 24 Westfield Lane, South Milford
Two Storey rear ext. 17 The Meadows, Low Street, South Milford
2007/92 Village People - Town Quarry
Karen Crawshaw informed that PC that a survey had been carried out by the VP, copy of the results given. This survey was asking people of the village what they would like to see happening at the Town Quarry. The results shown that people mostly wanted to see seating, picnic tables, plants etc to attract wild life. From this Karen as designed a new look for the quarry. This would include getting rid of the dead wood, removing some shrubs around the boundary and pruning the existing trees to let in more light. Electric lights would be put in. New plants added and walkways. The VP would approach Ground work to discuss and also consult with local people. The VP is asking for the PC support. Cllr Hobman needed to discuss with the full PC members, so this item will be added to the agenda for January 08 before moving forward but the PC agreed to pay Karen for the work done so far. £200.00 proposed. Cllr Long, seconded Cllr Smith.
2007/93 Roundabout
The VP updated the PC about the sponsorship on the roundabout. They have 3 parties interest but nothing concrete as yet. In the mean time they feel that the weed situation needs sorting and are asking if the PC could do something about it. By having the splinters cleaned up. After discussion it was agreed that the splinters need repairing and the Clerk will write to NYCC, copy Cllr Snowball, and ask if they can have a look at them.
2007/94 MINUTES
· The minutes of the Ordinary Meeting of the Parish Council held on 17th July 2007 had been circulated along with the Notice of Meeting. Change the main date to Oct not July. Proposed Cllr Smith seconded Cllr Long - all agreed.
Matters arising from previous meeting.
· Cllrs Hobman and Jackson attended the JAG meeting and got excellent support - plus subsequent meeting in Selby. A Police representative sent out a survey - got 29 responses re issues of Law and Order. A list was sent back. Need to know what next course of action is. The police will speak to some of the people who sent in the completed forms. May taker some further action. All crimes need reporting and we need a notice to encourage people to report to Police. It was suggested some sort of info. Sheet together with Police contact numbers. The next Jag meeting will discuss how successful different measures have been. Had feed back that the issues near The Thack are slightly better.
SMSA
· Cllr Hobman spoke to Mr Cawood about the fencing and he feels that it needs to be 4 bar not 3, ask Cllr Plummer to get new quotes. Plus the fence needs to stop short 7m from dyke. No gate needed. Clerk to ask Neil Clarke about planning permission for car park.
· There has been no public meeting yet - still looking at.
· Clerk to ask Cllr Reilly to send letter to SDC.
· A letter was received from Swan Croft Assoc. asking for monies for a new steel container. £750. plus vat. The Swan Croft need 2 new containers, they are buying one and have asked the PC to buy the other. After discussions the PC need more information, is Planning permission needed. Clerk to e-mail the Chair - Jim Snowball.
Teenage Boxing Club
· All items now ordered and cheque's done.
2007 /95 Ongoing Matters
a) A1
· A meeting is being organised for the 1st week in January 08. Hopefully attending will be J Grogan MP, Parish Council and P Edwards - SDC.
b) A63/Lumby Traffic Management
Cllr Snowball to send Clerk e-mail re 11th January 08.
c) The Post office
The sale should be complete shortly. The Shop will open in December, but the Post Office will be January 08.
d) South Milford Flooding
Cllr Hobman informed the PC that there will be a meeting on the 18th January, letter from John Grogan MP. To be held at Scott Road Community Centre, Selby between 11am to 2pm. South Milford will be discussed. Clerk to send e-mail to say SMPC will be attending.
2007 / 96 New Matters arising
a) Village Newsletter
The VP disappointed that nothing received from the PC. Need an article for next issue - March 08.
c) Local Road Policy
· Clerk to ask Cllr Roe for the letter and photos to send to NYCC about road issues near school.
d) Christmas Lights
Cllr Smith thanked the VP for their help in putting up the Christmas lights. Cllr Smith had to get Levitts to check and do some work on lights. He also needs to get estimate to look at all the switches. Cllr Snowball to speak to Paul Gilmore of NYCC and report back to Cllr Smith. Cllr Smith will be away when the lights need taking down, he needs someone to organise. He will speak to Cllr Reilly. The date for them to come down is 6th Jan at 10am.
The VP put up the trees and crib at The School and Grove House, the next day all the lights were off the tree, the Police came very quickly. There have been no other incidents.
Clerk to ask Paul Sheppard NYCC if permission is needed for the tub and sign
at Lumby.
e) Minerals and Waste Plan
The consultation expires on Friday. The PC to responsed - Cllr Hobman to sort
with Mr Torrible. Clerk to contact re invoicing.
Cllr Snowball reported on various issues
1. Collapsed road during flooding - The Insurance Company is still arguing about
it.
2. Whitecoates Lane - Need more robust safety posts.
3. The Bus Shelter on High Street is on the agenda to be repaired.

Take off agenda - up and coming events.
Cllr Mackman discussed the SD Local Dev. Framework - Core Strategy. This deals with housing development for 2008 - 2026. Selby's overall requirements have gone done. Leeds and York area have gone up.
2007/100 Date of next meeting.
· The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 15th January 2008 at 7.30pm. The meeting closed at 9.30pm.
