MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 20th February

2007/10 MINUTES
¨ The minutes of the ordinary meeting of the Parish Council held on 16th January 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Johnson seconded Cllr Hobman - all agreed.
2007/11 MATTERS ARISING FROM PREVIOUS MINUTES
Cllr Snowball reported that Mr Cox was dealing with access at the Maltings, once sorted the papers would be signed.
Cllr Morley reported that she did not have to take Chairs action. Mytum and Selby contacted the Health and Safety executive themselves and have appointed a Health and Safety Consultant. SDC still on with certificate of lawfulness.
SDC - Cllr John Mackman
1. The current situation at the Maltings is that Mytum's and Selby have submitted
an application for certificate of Lawfulness SDC taking counsels advice they
do not have sufficient material available. Further information being source
from the Company.
2. A Prem Enquiry on 2nd March by SDC on Riccall, Stillingfleet and Wistow.
3. 5-9 March Riley smith Hall re: Gascoigne Wood
4. EIS Civil Engineering Consultant - working on behalf of National Grid re:
potential pipelines Hull to Morecambe Bay via Harrogate. Are seeking permission
to use the A63 compound. Cllr Hobman to send an e-mail to them to organise a
meeting. Cllr Hobman to send a letter to Mr Gary Mohammed Manager of Power Station
and Pipeline Consents - Dept of Trade and Industry, London and copy in J Grogan
MP. Proposed Cllr Snowball seconded Cllr Smith re: Hasselby to Harrogate Section
of Hull to Morecambe Bay Pipeline.
NYCC - Cllr Snowball
1. Meeting at NYCC tomorrow to determined the precept. Issues waste disposal,
adult services and education attainment.
2. Unitary statues - out end of March - documents in Library.
a) Local Disorder
¨ A letter was received from SDC - Mr Tim Grogan outlining South Milford
as a Alchol free zone.
¨ Police monitoring parking at the school
b) Playing Fields
¨ No meetings have taken place.
c) Street Matters
¨ A Dog fouling notices to be put in the Village Newsletter giving the
contact details for the Dog Warden. Clerk to give a copy to Mr Gill.
¨ The Clerk has got prices for a new noticeboard in Lumby. After discussion
it was agreed on Mr I Boyd £350.00 Mahongy noticeboard. Clerk to sort.
Proposed Cllr Johnson seconded Cllr Snowball.
¨ Clerk to try and find out who owns the land in Lumby where the bus stop
is sited.
¨ Clerk to contact Grahams about replacing the tree on The Avenue.
¨ The traffic calming as started on Sand Lane.
d) A1 Motorway - nothing
e) Railway
¨ This issue regarding the footpath from the Public right of way to South
Milford railway Station is close to completion should be done in one week.
f) Gascoigne Wood
Informed about enquiry.
g) Lumby
Copy letter from Harvey Planning Services for our records.
h) Precept - take off agenda
i) 106 monies
A letter was received from Swan Croft Sports Development re the 106 monies. Cllr Snowball to chase amounts.
j) Clerks Stipend.
To be discussed at the end of the meeting. It was agreed 3.5% affective 1st April. Proposed Cllr Smith seconded Cllr Snowball.

2007/16 Planning (discussed by Planning Committee at 7pm today and put to the
PC)
1. Erection of two semi detached dwellings with integral garages, following
demolition of existing outbuildings, Lumby Court, Butts Lane, Lumby - reply
as below
2. Erection of a five bedroom detached dwelling with linked garage
Lumby Court, Butts Lane, Lumby - reply for both.
a. Confirm not in Green belt
b. Amenities of adjacent residents not impaired.
c. Materials to be in keeping with existing.
d. Concerns about increase traffic on an already busy road.
e. Concerns about the sewage and drainage arrangements,
f. Request a top order on the Beech Tree in the garden.

if done with acceptance of advice from SDC tree preservation officer.
