MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 19th February
2008
At Grove House, South Milford at 7pm

PLANNING 2008/01
1. Resubmission of previously withdrawn 8/57/267C/PA 40 dwellings following the demolition of existing building land adj Southlands House, Southlands Close, South Milford

The following comments were made with regard to the above Planning Application
1. The type of development proposed is more suited to an urban/city environment than to a rural village with minimal amenities available.
2. High density developments are new to South Milford. The culture of the village is not accustomed to this type of development, and many people choose to live in South Milford because it doesn't have these characteristics.
3. South Milford has already absorbed additional housing in recent times.
4. There is a limit to the extent South Milford can accept additional new housing developments before the rural nature of the village is damaged.
5. There is insufficient recreation space in South Milford to accommodate the needs of the existing population. The additional properties included in this application would increase the problem. It is felt this is particularly significant where large numbers of additional properties are involved and especially when high density housing configurations with minimal garden space are considered. In this context, the play area described in the design is woeful.
6. The style of the design is not in keeping with the remainder of South Milford.
7. Car parking arrangements are felt to be insufficient which would encourage street and pavement parking.
8. A separate planning application for a change of use of and access to a commercial property may add to road safety considerations around the site, especially if children are crossing the route in order to use the small play area.
9. It is not clear why proposed link to the adjacent Barrett development is seen as beneficial, especially if it allows through traffic onto the development.
10. In addition to the traffic calming close to the access to London Road, further traffic calming is required closer to the properties.
11. The question of TV satellite dishes was raised - would each property have its own? What are the planning implications of a potential eyesore?
12. It is not certain whether the site is in Greenbelt, or whether the review of the Barratt development was clear in allowing development on this adjacent site.
13. When this application came forward originally, the Parish Council requested a site visit, and this request is repeated.
14. We would also suggest that due to the nature of the development Selby District Council (as the Planning Authority), organise a public meeting in South Milford to allow residents the opportunity to participate fully in the decision process.
Plus a copy of an e-mail from Greig J Markham - Selby Council interim Housing.

2. Section 73 applic. To continue with the dev. Without complying with condition 2 in relations to parking arrangements for the dev. To allow amendments to the approved parking layout to provide parking for 7A High Street, 1A High Street, South Milford. The PC feels that parking must be a condition.
3. Erection of two storey ext to the rear and conversion of the garage roof void include dormer windows to create storage room/study Stone House, Old Quarry Lane, Lumby. No objections
4. Amendments to approval 2005/1374/FUL for a dwelling with additional porch and internal alterations 7A High Street South Milford. No objections.
5. Proposed dormer window ext and grd floor rear ext 85 Westfield lane, South Milford. No objections.
6. Erection of a single storey ext to the side Ashton House 112B High Street. Same comments as before - Building regulations in regards to the boundary.
7. Proposed erection of an agricultural workers dwelling incorporating a farm office into the first floor of the garage Northfield Farm, Well Lane, South Milford. The PC is concerned about this development being in greenbelt and the future use of the adj land.

2008/02
· The chair welcomed Nick Pratt of the Playing fields Assoc.

· Nick explained that he had come along to put a stop to the misunderstanding on what the PFC is trying to achieve in an area adjacent to the beck. The project they are looking at spending the grant money they have will not divert any water from the beck or interfere with the flow of the beck. If it is in anyone detrimental to the beck they will not go ahead. The PFC have an informally discussion with the Environmental Health Agency. They are looking at developing the Eastern end of the Tennis Court. There was a meeting to look at plans for this and they are in the process of redrawing some of the plans. Once these plans are finalised the PFC will go to the residents to see if they are ok with them. The PFC need to make a formal application before the Environmental Agency will speak to them, they will do this once they have spoke to residents and everyone happy. Cllr Hobman said that the PC would need the Environment Agency to say there would be no problems in connection with flooding. Cllr Roe seconded - all agreed.


2008/03 MINUTES
· The minutes of the Ordinary Meeting of the Parish Council held on 15th January 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Upton seconded Cllr Jackson - all agreed.

Matters arising from previous meeting.
SMSA
· We have received an e-mail from Caroline Sampson SDC saying that she needs to see a location plan and confirmation that we do not need planning permission for the fence. Clerk to ask Neil Clarke for Plan to e-mail this directly to Caroline and also send copy of Richard Sunter e-mail from Planning saying that planning permission is not needed.
· Meeting Thursday - Cllr Roe attending.

Parking at School
· NYCC are monitoring this problem.
· Clerk to write to Paul Sheppard, copy Jim Snowball saying that the PC are unhappy with there response. We have provided evidence and are still not getting any further. We understand that there are costs implications and would like to know how much it would cost for placing bollards on the pavement near the school.

Cllr Snowball could not make this evening meeting but send along issues he has been following up.
1. The ETRO on Milford Road. I have asked Paul Sheppard to organise a meeting with all those organisations (including SMPC) and individuals who made comment about the proposed ETRO order. The meeting should be arranged in the next two weeks.
2. The damaged post on Whitecoats Lane have now been repaired but I have noticed today that couple have been damaged again.
3. The Bus Shelter on High Street is on the job list.
4. The traffic problems outside the Primary School are being addressed.
5. The Post office have published there list of Post Offices to be closed and I am pleased to tell that South Milford is not on that list.
6. I have spoken to the Officers at CC about the approval or otherwise of a Certificate of Lawful use for the Malting. The response regarding Barrister advice about the matter has now been received so I am hoping for a determination by the end of this week.
7. The County Council will determine its 2008-2009 precept at Full Council on Wednesday of this week with a recommendation of 4.75%.

2008 / 04 New Matters arising

a) Village Newsletter
· Cllr Reilly to write an article for the next Village newsletter deadline 7th March.
b) Flooding
· A report is about to be issued by Env. Agency will go with recommendations. A walk down High Street to be arranged with MP J Grogan, PC and members of public.

c) Christmas Lights
· Cllr Smith to contact Village people and considered improvements.

d) Minerals and Waste Plan
· Latest submission draft. New green field crushrock site - no new sites.
· Waste management facilities - rail use.
· There maybe an Eco village within the Selby area. Darrington, Eggborough and Gascoigne wood put forward and rejected.

e) A1 site.
· A meeting took place at Highways Agency Offices in Leeds between Cllr Mackman, P Edwards - SDC, B Watson - NYCC, D Pilsworth of Highways Agency, Cllr Hobman - SMPC and Peter Torrible of Land Dev. Practice. The meeting concluded and everyone agreed that Planning had been illegal, because the land was not own by the Transport Minister. Owned by Farmer. Peter Torrible spoke on behalf of SMPC and wrote a letter summarising what was discussed.

· It was agreed that the entrance to the site needs blocking off to stop people parking there. Cllr Utpon suggested could we not ask for the entrance to be block off i.e. with sleepers or something similar. Clerk to write to NYCC copy in Cllr Snowball to ask if this can be done.

f) A63 Lumby Traffic.
· A meeting taking place on the 7th March - Cllr Hobman attending.

g) Post office
· Shop up and running. Post office progressing towards opening.

h) Elmet Forum - meeting cancelled.

i) Jag Meeting
· The meeting was very well attended last Wednesday in South Milford. Cllr Hobman attend this and the Practioners meeting. The vandalism was raised on High Street; the Police are going to employee Marhsalls. Neighbour Hood watch was also discussed. To invite someone along to Open Meeting to discuss and see if we can get someone interested in running in the village. Clerk to speak to Jennifer Edwards.

j) Town Quarry
· A updated was received from Karen Crawshaw,
· Karen and Edward had a meeting with Peter Murphy of Selby Ground Works at the Town Quarry to discuss how best to approach the project and funding. They were advised that based on the area and their initial ideas £25,000 would be realistic and they would be able to raise the full amount via grants etc. They need a letter to say that SMPC own the land and also a map including boundaries. Clerk to contact SDC legal dept to see if they have one available. A meeting as been arranged with a Forestry and Tree expert to discuss the most appropriate trees for removal and best new species to be used to replace them were necessary with a possibility of raising extra funds for the project by selling timer of those trees removed and possibly retain those which could best achieve a commercial value in future.

· The issue was also raised about the 30 mph speed limit.

k) Litter Bin - Mill Lane
A litter bin as been requested for this location. This route is used by School Children and a litter bin is needed and it could be located next to the dog bin. It was agreed that one is needed. Clerk to ask Edward French if the Village people have any funding available and order.

25. Letter from Paula Spencer of Girlguiding asking for a donation to attend an international Guide Camp in Merseyside for 12 girls from South Milford plus 3 Adult Volunteers, this money would cover all costs. After discussion Cllr Jackson proposed donating £1160.00 seconded Cllr Roe - all agreed.
