MINUTES OF A PLANNING AND ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 17th February 2009

ACTION
PLANNING MEETING

PRESENT: : Cllr’s Hobman, Jackson, Upton, Coy, Watson, Roe

1.Erection of a detached garage, 22 Steincroft Road, South Milford. – No Comments
2.Erection of a two storey and first floor ext. to the rear 17 School Lane, South Milford – no comments
3.Erection of a single storey ext. to the rear 40 Sand Lane, South Milford – No comments
4.Single Storey ext. to existing surgery building and reconfiguration of car park The Surgery, High Street, South Milford – no objections

Cllr Hobman declared an interested in the next two planning applications.

5. Erection of an enclosure over existing swimming pool with connecting corridor to existing dwelling, Lumby Court, Butts Lane, Lumby –This building will look out of place purely because of its nature.  Trees must be planted to hide the view. If the wall side of windows can be seen from the road maybe the amount of windows could be reduced. The side walls east/west must be in stone.  The east side will look out of place with the top windows.  Can this be completely stoned to the rooftop? Would the walk way look more in keeping if it was stone and not coloured render? Stainless steel balustrade would be more in keeping if black.
6.Repair existing wall and erect new steel railing above, Lumby Court, Butts Lane, Lumby - The PC have objections to this planning application. They feel that the stone columns will look out of place unless reclaimed or similar stone to the existing wall is used.  The new design may look out of place.  Will the existing wall support columns and steel railings? This area does flood! Steel railings must always be painted black and kept to high standard as this is in the centre of Lumby. The changes to the wall will change the look of the Hamlet.  Does Lumby as a community need to be informed?

2009/11 MINUTES

The minutes of the Ordinary Meeting of the Parish Council held on 20th January 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Upton – all agreed.

2009/12 Matters arising from previous meeting

Flooding – forms were handed out from the last meeting

Train Station – the arranged meeting was postponed

Minerals and Waste Plan – A letter was send to Mr Flinton about the cost of consultation and that the PC do not mind paying once but not twice, which the PC have had a reply and Cllr Hobman to reply.

2009/13 New Matters

Village People

Cllr Hobman, Upton and Watson attended a meeting of the Village People who are winding down from September 09. They feel they have achieved what they are going to do. Bill congratulated them on what they have done which includes lifting the profile of the village. They have monies to spend and have asked people to put forward ideas. They also asked about the Newsletter. The VP has 2 issues, 1. Funding, 2 Production and Management off it. All agreed to support. Clerk to organise a meeting with Edward, Peter and Cllr’s Watson and Coy.

Rubbish Bin, Mill Lane

The bin that was ordered for this location has been sited outside the Post Office and all agree it is well served here. But one is still needed for Mill Lane; there is a lot of rubbish created her. Clerk to approach the Village People to see if they will fund or part fund one.

Gritting in the Parish

During the recent bad weather not a lot seem to be gritted around South Milford. Clerk to contact NYCC and ask what policy is in place for South Milford.

NYCC update – Cllr Snowball reported

1.That he had called the meeting with the Railway because something needs to be done about Security. The meeting had to be postponed.
2.Council Tax to raise 3.4%

2009/14 Ongoing Matters

a) A1 site
The PC is received a letter from Gov. Office for Yorkshire and Humber about the A63 De-trucking. That the access is to be resolved with a boundary fencing scheme. Implemented and fund before de-trucking. Cllr Hobman to pursue further.

b) A63 / Lumby
No real progress. The questionnaire has been sent off. Cllr Upton reported that a traffic survey was going to be carried out in Lumby in conjunction with the Police.

c) Flooding
Further to the flood meeting, survey sheets were given out to houses holds on High Street to complete and return to EA. This will help YW put together a business case.

d) Village newsletter

Cllr Reilly to write something for next Newsletter

e) Town Quarry

The Solicitor is proceeding.

f) Standing Order

The new ones are out in April. Clerk has asked YLCA for copy as soon as available.

h) 106 monies

There is a total of £87,861.86 available. £13,506.86 to be spent by July 09 and £4665.00 by Nov 09. Need some ideas of where to use it. Clerk to contact Cllr Plummer about what is needed to complete the fencing at The Maltings.

2009/15 New Matters Arising.

a)Elmet Forum
The recent meeting was to discuss the Windfarm between Thorpe Willoughby and Hambleton. After discussion SMPC Cllr agreed that they did not want any in this area and would support other Councils. – All Agreed.

b)Jag meeting
Cllr Jackson attended the meeting on the 16th February 09 at Fairburn. And reported that Tim Grogan is Chairing the new Community Safety Advisory Group New issues discussed were about Bryam, Brotherton and Sherburn. The next one to be held 17th June at Brotherton. Clerk to contact Drew Fussey about informing SMPC about meetings and also receiving a copy of the minutes.

c)South Milford Playing Fields Association – nothing

d) Swan Croft
Brian Ransome had received a letter from Land and Dev. Practice – Peter Torrible and was a little concerned that things were no moving quick enough. Cllr Hobman to speak to Peter Torrible and try and progress.

5.NYCC – Footpath no. 35.59/12 South Milford. – We need to identify the landowner and inform NYCC so they can contact them.

The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 17th March 2009 at 7.30pm. The meeting closed at 8,55pm.
