MINUTES OF A ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 16th February 2010

2010/12 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 19th January 2010 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Watson – all agreed.
2010/13 NYCC update – not in attendance
2010/14 Selby update - Cllr John Mackman
Windfarm – Hook Moor appealed by applicant. No date for public enquiry. Objections – aviation. MOD still backing objection.
Went bridge/Darrington – Decision from Secretary of State by 22/4/10
SDC – 3 Windfarms app validation. Cliffe, Thorpe Willoughby and Haddlesey. Bryam and Hensall still waiting for application.
LDF Core Strategy Consultation. Draft is complete. Will be coming out shortly. Cllr Hobman suggested a small sub group who could focus on this. It was agreed that Cllr Coy to look at first. Clerk to pass to him when arrives.
Travellers Site - There are now sites at Towton, Hillam, Bryam and Brotherton. These are largely in the greenbelt and they are unauthorised. Enforcement officer dealing with this.
SDC are looking for a site to build a gypsy camp. This will cost around £1-1.5m – looking for grants to fund.
Ferrybridge CHP Scheme – SDC are not consultees. There is an article in a recent paper drop though everyone’s door locally.
A63 Compound – Cllr Jordan organising a meeting.
Consultation on move to A Leader and cabinet governance at SDC. SDC has agreed to look at moving to a new way of making decisions, n an effort to make the authority more responsible to the needs of the community, to make leading councillors more accountable and to give all local councillors a greater role in representing the needs of people living in their wards.
Community Engagement Forums (CEFS). The forum will allow residents to have their say. There are two running at the moment. 1 covers Tadcaster and nearby villages and the Southern Forum spanning the area between Hambleton and Drax and from Burn to Kirk Smeaton. A third covering the eastern part of the district including the areas between Cawood and Wistow to North Duffield and Hemingbrough and from Barlby to Escrick is due to start in April. Each forum has a certain amount of money to spend on local projects and each forum decides where this is to be invested.

Flooding
The Consultant Alan Poyser had sent a letter providing interim information pending a final report on the responsibility of the surface water pipes and watercourses within the village centre. Consultations have taken place with both the EA and YW regarding their findings.
Cllr Hobman as wrote to MP John Grogan – awaiting a reply.

c) Minerals and Waste – This is to be re-launched. Cllr Hobman working with the Land and Development practice in trying to receive monies spent on this project the first time around. Proposed Cllr Jackson seconded Cllr Watson – all agree.
d) Town Quarry
Cllr Coy looking into.
f) Standing Order - YLCA have send the new ones, Clerk circulated to Cllr needs any comments before next meeting.
h) 106 monies – nothing
2010/18 Update from other meetings.
Elmet Forum – Cllr Hobman attended a meeting at Barkston Ash. Nothing for South Milford. The Chair will rotate with a permanent Secretary. There maybe a levy from each PC.
Jag meeting – This is to be held tomorrow at Fairburn.
CIP’s – No one attended the recent meeting.
SMPFC – Nothing as been received from SMPFC for claiming the 106 monies. All necessary documents are needed in a bid to claim the 106 monies. James attended a recent meeting – resident did not show. As requested last month, the PC need to know if planning permission is needed and if so as this been applied for? With what out come. Cllr Watson to e-mail Laura.
Grasscutting – Cllr Perrin to look at in playing fields. To speak to Cllr Roe.
Swan Croft – A meeting was held on 1st February with Mr Cox and Peter Torrible to see how we can move this forward. The PC need to acquire title to the land to get the 106 monies to purchase from the owner. The previous owner needs to be contacted, who as power of attorney. Papers gone to them with recommendations to accept. Then we will be able to move forward.

South Milford Youth Club asking for a donation of £500.0 for 1 April 2010 to 31st March 2011. Proposed Cllr Watson seconded Cllr Jackson – all agreed.

E-mail from Tom Smith with regards to Christmas lights budget. There was £1,000.00 left from this year’s budget. Would it be possible to add to next years? Proposed Cllr Watson seconded Cllr Roe – all agreed. Clerk to inform Tom Smith.
Cllr Hobman as received e-mail from Mr Stevenson from School Lane about the drop curbs. Cllr Hobman in discussions with Cllr Jordan about the 106 monies given to NYCC from the Limes Development.
Tom Callan as come forward to be co-opted onto the PC. Clerk to invite to next meeting.

2010/21 Planning
Erection of 3 no. detached dwellings following demolition of existing office building 120 High Street, South Milford. The observations of SMPC are the materials to be used in this development do not appear to be the same as surrounding properties. They should be sympathic to the same. No consideration seems to have been taken into account of the surrounding neighbours. SDC should take on points in connection with the VDS and the status of Milford House should be maintained. The PC has serious concerns about flooding implications due to the reduce depth of curbs. We also have concerns about putting more pressure on the sewers at the point.
Erection of a detached dwelling following demolition of existing outbuilding Lumby Court, Butts Lane, Lumby. The PC would like refer you back to other correspondence/planning applications with SDC about this land over recent months. This appears to be development on “amenities” and greenbelt land. There could be an impact on the Highways. Please refer to South Milford VDS.
