MINUTES OF A ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 14th July 2009 at Grove House, South Milford at 7.30pm

Apologies: Cllr’s Duxbury, Plummer, Watson
Unfortunately due to workload Cllr Duxbury can no longer attend the PC meetings, it is 6 months since she last attended a meeting. Clerk to contact SDC to inform.
2009/57 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 16th June 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Upton seconded Cllr Coy – all agreed.
2009/58 COMMUNITY EMERGENCY SCHEME – WENDY MULDOON
Wendy and Kathy are 2 of the 8 officers from NYCC who look after the Selby District. They gave a presentation about the scheme. This scheme is to increase awareness of changes made to emergency planning within the UK and offer guidance. The scheme is a document that volunteers within South Milford would prepare in case of any emergency within the parish. i.e. who to contact if there was major flooding, fire etc. Each PC member was given a prepared book that would need to be completed and kept on file for the parish to use in such an emergency. The Cllr’s to look at during the holiday and decided if they feel the community would benefit from this.
Cllr Hobman thanked them for attending the meeting.
2009/59 NYCC
Cllr Jordan was not in attendance. Cllr Hobman took this opportunity to inform the PC about his attendance to the Selby Area Community meeting which he attended on behalf of SMPC. The subject of the ETRO was discussed and South Milford Parish Council supported making it a permanent fixture.
2009/60 SDC update
Cllr John Mackman gave apologies for Cllr Carol Mackman and updated on the following:
Wind Farms – Hook Moor, Leeds meeting. No decision was made. There were 2 issues. 1 it was in greenbelt and its inappropriate development, 2 the MOD have objected re: RAF Church Fenton and Linton on Ouse.
Thorpe Willoughby and West Haddlesey have been validated. Now in process of determination. This will take 16 weeks by SDC.
Bryam Park and Cliffe are holding exhibitions.
LDF Update – Feb 2010 proposed. Med 2011 will be completed.
Travellers and Gypsies – they are at Selby Fork Hotel. NYCC, Highways and Police have been notified.
Quarry Site A63 – still work in progress no date fixed.
Ferrybridge CHP Plant – Cllr Mackman has spoken to Monk Fryston and Hillam PC to hold a joint meeting with South Milford maybe in September.
Village Design statements – at final stages.
Street Scene Contract – Sarah Smith SDC starts 01.10.09

Fete
Need more info. On the football team that was suggested to give monies raised. A big thank you to everyone who helped on the day. Clerk to send an e-mail to the Fete Group thanking them for all their efforts.
2009/63 Ongoing Matters
Flooding
Cllr Hobman is looking for a flood consultant. If everyone in agreement Cllr Hobman will try and source. All agreed.

It was reported that bollards have been placed along the pull in on the A63 stopping large vehicles using this area.

d) Town Quarry - Cllr Hobman to write to Solicitor
f) Standing Order
The new ones are not out yet. Clerk has asked YLCA for copy as soon as available.
h) 106 monies
Clerk to send a copy of the e-mail from SDC Carole Sampson Pavers saying that we are ok to extent the date on the monies available to purchase the land in South Milford.
Clerk to write to Thomas Milner of SDC and inform him that SMPC will not be taking on the play area on the new Barratt development. All in agreement.

2009/65 Correspondence
e-mail Sally Littlewood SDC – 106 agreement and proposed deed of variation re: Land at Low Street, South Milford – not interest. All agree.
e-mail South Milford Comm. Primary School. Re inviting John Roe to be a Community Governor and bulbs around the village. Clerk to write. Cllr Roe does not want to take up the post at this time. It was ok for them to plant bulbs around the village
