MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 16th January
2007
At Grove House, South Milford at 7.30pm

The Chair welcomed Mr Tim Grogan - Enforcement Officer - Licensing from Selby District Council.
¨ Mr Grogan firstly apologised for not attending the meeting held with PC Richardson on the 5th December 2006. He has spoken to PC Richardson about an Alcohol Free Zone in South Milford. After discussion it was agreed that the whole of South Milford should be an Alcohol Free Zone and not individual streets. The Parish Council need to contact various bodies around the village to ask if they are in agreement with the Parish Council. The bodies to contact are The Church, Cricket and Football Clubs, Medical Centre and The WI Hall. If these bodies are in agreement then the Clerk is to write to Mr Grogan with the name and address of the persons to contact. From this letter Mr Grogan will push forward. Councillor Snowball proposed that South Milford becomes an Alcohol Free Zone, seconded Cllr D Haynes, agreed unanimously.

¨ The minutes of the ordinary meeting of the Parish Council held on 19th December 2006 had been circulated along with the Notice of Meeting. Proposed Cllr Hobman seconded Cllr Long - all agreed.

1. Meeting at County 23.1.07 re Gov, White paper "Better Working"
2 tier authority in North Yorkshire.
2. Update of policy re 20 mph zones in light of new guidance.
3. 22nd Jan Selby Area Committee - re Budget 2007/08.
The NYCC Waste & Mineral plan to be discussed at this meeting.
a) Local Disorder
¨ The JAG meeting to take place 31.01.07 at Church Fenton 7pm.
b) Playing Fields
¨ No meetings have taken place.
c) Street Matters
¨ Damage to car wing mirrors had been reported which was the result of
a lorry going to the Lime's development. All owners had been compensated.
¨ Inglenook development is coming to an end. Clerk to contact Paul Pike
about the collapsed road surface & kerbstones on Westfield Lane. This needs
repairing before the builders leave the site.
¨ Clerk to contact Paul Sheppard of NYCC to ask if they could remove the
weeds etc from the footpath on the corner of Westfield Lane & The Avenue.
Clerk to write to 1 The Avenue about over hanging bushes.
¨ Mr Hutchinson asked if the sign on the land near the old police house
could be removed. Clerk to find out who owns the land and ask for this sign
to be taken down.
¨ A meeting was held with NYCC about the roundabout in South Milford. The
parish Council is looking at a 5-year agreement with the Sponsor. Once all have
agree to a plan NYCC will issue a license. The charges for this will be waived.
Karen checking Public Liability. One of the sponsors is a Solicitor so it was
decided to ask if they could look at the paperwork re Setting up cost and maintenance.
Cllr Long and Chair to sort in the hope of speeding things up. The PC would
like to thank Karen Crawshaw for all her efforts.
¨ Re Land donated at Maltings to Junior Football. Elmhirst Solicitors are
carrying out searches, waiting results of searches.
¨ Clerk to report no. 1 Sand Lane light and also the lights around the roundabout
are out.
¨ The Noiceboard in Lumby as been vandalised. Clerk to get quotes for new
one. Could do with one a little larger. Clerk also to ask landowner if this
will be ok.
c) A1 Motorway
¨ A letter from RMG received dated 21st December 2006. The site aim to conclude discussions with the landowner and local planning authority as to the final reinstatement arrangements. Once this is done and the timetable is agreed they would aim to advise us accordingly. Cllr Hobman to arrange a meeting.
e) Railway
¨ This issue regarding the footpath from the Public right of way to South Milford railway Station is close to completion.

Cllr Haynes and Snowball to attended a meeting at 8pm at the Swan with members of the Adult and Junior Football Club and the Cricket Club.

The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 20th February 2007 at 7.30pm. The meeting closed at 10pm.
