MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 15th January
2008
At Grove House, South Milford at 7.15pm

PRESENT: Cllr's Hobman, Long, Reilly, Plummer, Roe, Upton, Jackson

Apologies: Cllrs Ward, Smith

Mr Paul Stobart of The Thack public house.

· Mr Stobart came along speak to the PC after the recent Jag meeting that took place in Fairburn and to see if there had been any feedback from the meeting.

· Mr Stobart feels that if there is any vandalism etc in the village people are quick to place the blame on customers from The Thack. He stressed that if there is any proof that any incident is done from customers from the Thack he will bar them. During the Xmas and New Year period he employed Doormen and all went well. Mr Stobart as also put up signs around the pub asking his customers to be courteous to locals. He said it is very difficult to police people once they have left his pub.

· Cllr Hobman said that SMPC were representing the village about vandalism at the Jag Meeting. He also attended a further meeting where there were reps from the Police and Magistrates courts. There was no mention of the Thack. The Police carried out a survey in the village and they received 29 responses. The Police will be going to talk to some of these people in the hope of trying to sort some of the vandalism out. Cllr Hobman said that the Parish Council supported the Police in trying to eliminate the vandalism and the PC is not pointing the finger at anyone but it needs to be sorted.

· Cllr Jackson reported that she had people pressing her buzzers at 1.40am before Christmas; she didn't report it but put it down to high spirits.

· Cllr Hobman thanked Mr Stobart for coming along to the meeting.

2007/101 MINUTES

· The minutes of the Ordinary Meeting of the Parish Council held on 18th December 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Hobman seconded Cllr Long - all agreed.

Matters arising from previous meeting.

SMSA

· Cllr Plummer to get new quotes for 4 bar fencing and pass to Clerk to send to Caroline Sampson of SDC to see if the PC can get the 106 monies to cover
· The Swan Croft Assoc. is sorting the planning for container. Once sorted the PC willing to buy one new steel container for £750. Plus vat
· A meeting to take place Thursday.

Teenage Boxing Club
· All items received.

· A meeting is taking place on the 21st January at 11am at the Highways Agency offices in Leeds. Cllr Hobman to attend.
· Part of the A63 maybe in the Parish of Monk Fryston - to be looked into further.

The Post office

· A NYCC meeting took place today South Milford and Sherburn not to close. A decision will be made by the 8th February if any changers are to take place - there will be 6 weeks consultation process.

South Milford Flooding
· A meeting to take place on the 18th January.
· An e-mail was received from Mr J Burrow re the Wetlands. Cllr Hobman to speak to environmental agency. Cllr Roe raise asked if flood protection was needed in that area. Cllr Hobman said that an open meeting is needed to discuss these issues and others and also to make sure that local people are happy with decision going forward. A date will be set after speaking to the Environmental Agency.
· Clerk to pass on Johns and Brenda's e-mail addresses to Laura and Bev so they can be informed of Playing fields meetings.

2007 / 102 New Matters arising

a) Village Newsletter

Cllr Reilly to write an article for the next Village newsletter.

b) Flooding

A meeting has been held of the flood committee in preparation to see MP J Grogan. Now 6 months need to know what is going to be done.

c) Local Road Policy

· An e-mail was received back from Mr Sheppard of NYCC saying that they are looking into the road problems near the school further to our e-mail and photographs.
· Clerk to chase up Mr Sheppard about this and the Bus Shelter - copy in Cllr Snowball.

d) Christmas Lights

The lights have been successfully taken down. To discuss this years on Cllr Smith return.

e) Minerals and Waste Plan - nothing

Cllr Snowball reported on various issues

1. Maltings - target date was 20th December for NYCC - now extended to 31.01.08
2. NYCC - ETO on South Milford/Sherburn Road - meeting yesterday, anticipate putting into place by end of January - early February. This is experimental and totally flexible if not working will change or pull plug.
3. NYCC looking at traffic in Sherburn and surrounding communities will be consulting on this and watching. NYCC will write to Parishes.

It was agreed after discussion to given the School 50% of the cost. £866.00 proposed Cllr Hobman seconded Cllr Roe. All Agreed. Clerk to send cheque.

2007/106 A.O.B

Cllr Reilly informed the PC that South Milford fete will take place on the 12th July and will be a Victorian Theme. The Fete week will be the week before.

2007/107 Date of next meeting.

· The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 19th February 2008 at 7.30pm. The meeting closed at 9.20pm.
