MINUTES OF A ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 20th January 2009
At Grove House, South Milford at 7.30pm


ORDINARY MEETING

PRESENT: : Cllr’s Hobman, Jackson, Duxbury, Upton, Coy

Apologies: Cllr’s Reilly, Roe, Plummer, Watson

In attendance: Cllr’s Carol Mackman, Jim Snowball

2009/01 South Milford Youth Club – Julie Sadler, Jean Gibson and Ray

Julie introduced herself and explained that they had a great team of 8 or 9 volunteers at South Milford ranging from 16 to 86 years. The main age group of the children attending the youth club was 11 and upwards, but most left at the age of 14. They have approx 30 children per night but any half term can have up to 60 different children attending. Mostly from South Milford. They have lots of equipment and organise various trips out. They provide hot food and sell sweets and drinks.
Financially they pay as they go. Entrance fee 50p each night – no subscription fee. The hours are 7.15 to 9pm on a Wednesday. There accounts are auditor each year and they have sufficient insurance cover. Julie is a qualified Youth Leader and Julie and the Team are very happy running the Youth Club as it is now. NYCC are looking for help with funding. Cllr Snowball suggested that they applied to The Area Committee before the end of March who is giving out matched funding up to £5,000.00. Cllr Hobman thanked Julie, Ray and Jean for coming along and for providing a good and fun place for the youth of South Milford to attend. The Clerk will invite Kevin Ward along to the next meeting to discuss funding.

2009/02 Co-option of New Councillor

We have now been informed by SDC that we can now co-opt a new member
Cllr Hobman introduced Richard Coy to the PC members and informed them that Richard was willing to become a Parish Council. After discussion it was agreed to co-opt Richard onto the Parish Council. Proposed Cllr Upton seconded Cllr Jackson. All agreed. Cllr Hobman welcomed Cllr Coy to the meeting. Clerk to inform SDC.

2009/03 MINUTES

The minutes of the Ordinary Meeting of the Parish Council held on 16th December 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Hobman – all agreed.
The minutes of A Planning Meeting of the Parish Council held on 13th January 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Upton.

2009/04 Matters arising from previous meeting – none


2009/05 Ongoing Matters

a) A1 site
The PC is in regular contact with NYCC and Government Office. A meeting needs to be arranged to discuss any issues including the access and the hut before the de-trucking takes place.

b) A63 / Lumby
The Government Office has signed off the A63 re detrucking. Any further comments have to be made by 23rd Jan 09. The County Council have objected to the detrucking. A63 Crossroads – the safety group are to incorporate traffic management in Lumby. They are to come up with some ideas.

c) Flooding
A flooding meeting is to be organised in South Milford. Clerk to contact WI and arrange a date. Clerk to look for a flood map of South Milford. Cllr Hobman to write a letter about the culvert for Rose Cottage.

d) South Milford Train Station

Mr Cawood reported to the PC that a meeting is organised for the 2nd February to be held at the Railway Station in South Milford to discuss various issues including lighting, overgrown shrubs etc and the footpath. Cllr Hobman to attend.
2009/06 New Matters Arising.
a)Elmet Forum

There is a meeting on Thursday 22nd January – Cllr Upton/Hobman to attend.

b)Jag meeting

Next meeting 16th February 09 at Fairburn – Cllr Jackson to attend.


c)Village newsletter

Cllr Hobman and Upton to as if this will continue and the last VP Meeting.

d)South Milford Playing Fields Association – nothing

e)Standing Orders

YLCA have informed the PC that new one’s should arrive April.

f)Town Quarry

Clerk to contact Solicitors to see at what stage we are at.

h) Swan Croft

The Planning application is with SDC.

i)Minerals and Waste Plan

Cllr Hobman to draft a letter to NYCC requesting compensation re fees paid to consultants for consultation work done on the Minerals and Waste Development framework – Mineral and Waste Core Strategies – all agree.

Cllr Snowball updated the PC on various issues.
1.Repairs and upgrade to the bridge near The Swan taking place. They are also going to dredge the dyke which will help with flooding issues. There is also a tree coming down in this area.
2.The ETR order is still an experimental order and has been amended and will run for a further 6 months. Not sure how the reduction in hours from 7 to 4 will affect South Milford. Solutions need sorting for Garden Lane. Mytums are keen to come and speak to the PC.

Cllr Carole Mackman informed the PC that the land opposite the old A1 site seems to be “quarrying”. SDC have now passed to MYCC.

8.Copy letter from Cllr J Snowball to Mr P. Broomhead NYCC, Highways and Transportation re: Service Centre transportation strategy SCTS) for Sherburn-in-Elmet.

The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 17th February 2009 at 7.30pm. The meeting closed at 9.10pm.
