2010/01 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 15th December 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Coy – all agreed.
2010/02 NYCC update by Cllr Jordan
NYCC Public Consultation Transport Strategy to be completed and returned. This is covering 5 schemes 2 at Sherburn in Elmet, 1 at each South Milford, Monk Fryston and Bryam. Initial consultation last year. Cllr Jordan will put forward any issues raised by the Parish.
Cllr Jordan went out checking all roads in the Parish for damage due to the bad weather. South Milford very lightly compare to Sherburn. A list of any repairs needed as been given to NYCC.
Flooding – There are changes to the number of Area Drainage Boards. 4 boards are going to be combined as 1. If any issues we need to contact SDC.
A63 – Clr Jordan as asked John Fort to get involved in this issue in the hope of moving it forward. At the next meeting he hopes to have some positive feedback.
Cllr Jordan is still working hard on the issue of the speed humps. There was a paper article about it being the “end of the road for speed humps”. He has a meeting on the 17th February to discuss speed cameras.
2010/03 Selby update – Not in attendance.
2010/04 Matters arising from previous meeting
Cllr Hobman completed the NYCC Budget and sent off
2010/05 New Matters
Snow and Ice Danger – There were problems around the Parish because paths and roads were not treated. We need to look to see if more grit bins are needed around the Parish. All Councillors to send there views of were they think grit bins are need around the Parish to Cllr Reilly who will presented this to the next meeting.
Co-option of New Councillor – We have now been informed by SDC that we can co-opt. Clerk to put up a notice on the board.
Speeding on High Street – Cllr Reilly had received a complaint from a resident. We will monitor and if gets worse will pass onto PC Kelly.
Internet Site – It was agreed that we would get someone to take a look at South Milford Web page and come back with some recommendations. Cllr Coy to ask a friend if he would do this.
2010/06 Ongoing Matters
Flooding
The Consultant Alan Poyser has been in touch with Cllr Hobman he has sent letter to Environment Agency and Selby internal Drainage board 4.1.10. Received no further information.
b) A63 - see Cllr Jordan’s notes.
c) Minerals and Waste – This s to be re-launched. PC received nothing.
d) Town Quarry
Cllr Coy to buy ordnance survey map
f) Standing Order - YLCA have confirmed again that the new ones are not out yet. They will send a copy as soon as available.
h) 106 monies – Clerk asked Elton of SDC about claiming the 106 monies for purchase of land re Swancroft. Heard nothing. Cllr Jordan to contact SDC.
2010/07 Update from other meetings
Elmet Forum – to be reformed. Barkston Ash inviting people along to a meeting on the 10th February – Cllr Hobman to attend.
Jag meeting – no dates received.
CIP’s – No meeting dates received. A new allocation of funds in April.
SMPFC – Cllr Watson informed the Pc that there had been no meeting. Groundwork started for Wildlife Project. A container to be put in the park for site use. Need understanding re when S106 monies required to enable Parish Council to request from SDC. Cllr Hobman also requested that planning permissions be checked. Cllr Watson to chase.
Grasscutting – Cllr Perrin to look at in playing fields. To speak to Cllr Roe.
Swan Croft – Cllr Hobman informed the PC that since the approval Swan Croft have held a meeting and they spoken about approval and terms & conditions. They are challenging the cricket nets on new field, right side of Mill Lane, and the hours of use restriction. Cricket nets are temporary – not permanent so should they be part of this. They object to the condition and have re submitted the applications. This does not delay anything. This will be a separate item. Process cost £180.00. All agreed that PC should pay. – All Cllr’s agreed.
Given S106 monies are involved we need to ensure public interest fully protected at the same time as complying with the Land Registry Proprietorship Register Title Absolute point 3 associated with the previous sale of the land. . A meeting to be held on 1st February with Mr Cox and Peter Torrible to see how we can move this forward.

Leeds City Council – Leeds Local Development Framework - South Milford area? Wanting views and comments on the emerging Natural Resources and Waste Development plan documents.
NYCC – update on severe winter weather
NYCC – Paul Sheppard – e-mail sent about various issues around SM. Reply 1. 40 mph on A162 would not be appropriate. 2. Damage sign on the splitter island on A162 has been replaced. 3. No Xmas decs allowed on the roundabout.
SDC – Andrew McMillan – The Village Design statement adoption – this is now formally adopted in South Milford.
Email from Cllr Hobman to Cllr Jordan with requires to the bad weather conditions.
YLCA – there will be an increase in this year’s subscription due to financial deficit last year. New prices will follow.
NYCC – Selby Area committee meeting been changed to the 25th January 2010. to be held at SDC offices

2010/10 Planning
Planning – SDC
Conversion and ext to dwelling to create 3 residential units and a detached garage, Mulberry Farm, Butts Lane, Lumby – The PC have concerns about more development within the greenbelt. Increase development brings more traffic onto a very busy road. New access is not appropriate.
Application for consent to carry out works to copper beech tree T2282 of group G1 of TPO 10/2002 at 3 The Limes, South Milford – no comments.

SDC – Inspectors decision on Appeal by Mrs Susan Watson – Lumby Court, South Milford. Erection of a new swimming pool enclosure over existing pool and existing privacy wall. The Planning Inspector dismissed the appeal and refused planning permission.

The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 16th February 2010 at 7.30pm. The meeting closed at 9.20pm.
