MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 17th July 2007
At Grove House, South Milford at 7.30pm

Cllr Hobman opened the meeting and welcomed everyone.

2007/55 MINUTES
¨ The minutes of the ordinary meeting of the Parish Council held on 19th June 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Reilly - all agreed.

2007/56 Co-option of New Councillor
After discussion with SDC it was agreed that we could co-opt a final Cllr onto the PC. After discussion it was proposed by Cllr Reilly and seconded by Cllr Roe to co-opt Mr Mark Plummer onto the Parish Council. All agreed and welcome Mark.

2007/ 57 Paul Sheppard - NYCC - re Traffic Calming Low Street, South Milord.
· Richard Burnley of the Village People gave a run down on the events before the Traffic Calming. NYCC and the PC felt there was a need for Traffic calming on Low Street and in November 2002 there was a Public Meeting, which was not well attended. After installation of the speed bumps a questionnaire was sent out and the villagers felt that speed control was needed on Low Street but not the speed bumps currently installed. The Village People started looking at a friendly control. A questionnaire was sent out in Aug 2006 and 27.61 returned there, with a 90.61% saying they did not like the speed bumps. The preferred control was signs as installed in Towton. A report in Aug 2006 from the VP was sent to NYCC, PC and The Police. Various reports by NYCC were not correct re: Accident figures, the VP wrote to NYCC to make them aware of the correct figures. In July 07 there was a further Public meeting which was attended by 60 people, 58 of these people wanted to replace the existing traffic calming and 2 people wanted to keep them. It was accepted that the bumps reduced the speed but the noise and vibration affects the residents of Low Street. It also affects Sand Lane, Common Lane, Westfield Lane and Lumby because these are being used as rat runs to avoid the speed bumps. The accidents have increased not decreased.
· Paul Sheppard said he would go through the report. There was a reduction in speed, this was proved by the speed surveys post and pre the traffic calming. There was a vast improvement.
· Mr Sample questioned the way the noise survey was carried out. He was also told by Mr Steve Hill of NYCC that a further survey would be carried out and as yet as not been informed of one. Paul Sheppard said that the surveys would have done by using the standard procedures. He also said that Mytum and Sissons are the main users of Low Street and due to relocation this will reduce the amount they use Low Street.
· Jennifer French said this should have been taken into account before installing the Traffic calming.
· Cllr Roe asked Paul Sheppard if he would confirm how the noise level surveys had been carried out and the readings taken.
· Richard Burnley asked who instigated the Traffic Calming? Was it NYCC or the PC. Also how was the scheme funded?
· Paul Sheppard said he would check and if this information was available he would pass to the PC.
· Richard Burnley asked why there were various forms of Traffic calming on the same type of road from South Milford to Tadcaster.
· Paul Sheppard explained that nothing can be released or decided until the High Court case is complete. Which should be October 2007.
· Cllr Hobman said there was sufficient concerns from the villagers and suggested that the PC try and pre book a slot at the Selby Area Committee Meeting to discuss and raise the villager's views.
· Cllr Hobman thanked Paul Sheppard for coming along this evening and all others concerned.

2007/58 Recent Flooding - High Street, South Milford
Cllr Hobman addressed the meeting and informed them that the PC is trying to find out who is actually responsible for all the aspects of the flooding. The PC is trying to get in touch with them all, YW, NYCC, SDC, Environmental Agency and the Internal Drainage Board. Cllr Hobman also said that the villagers are very much indebted to Mr Ian Nicholls who as wrote reports on the floods from 2002 and 2007. Mr Nicholls gave an overview of the floods and his findings. A meeting is to be held by MP J Grogan re the recent flooding.

2007/59 Post Office, South Milford
Cllr Reilly informed the PC that a meeting would take place with Bill Earnshaw - date to be advised. Laura Leighton is intending to buy the Post Office. The Post office will re-open.

2007/60 South Milford Sports Association.
· Cllr Reilly gave a review. Mr Shevrill agreed to lease the land for 10 years. Football and cricket pitch the South side of Mill Lane. Need to move forward.
· Cllr Hobman informed them that one of the priorities was getting the Maltings football field secure as per the covenant.
· It was suggested that a Community Open Day was arranged at the WI because we are using some of the 106 monies we need to get the public view.
· Clerk to contact Peter Murray of Groundwork and organise a meeting between the PC and the Association on site.

2007 / 59 New Matters arising

a) Reflective Garden Opening.
Cllr Hobman to open between 6-7pm tomorrow.

b) Bottle Bank
Cllr Upton had asked at the BP Garage but they do not want. There are no bins available at the moment so South Milford has been put on the list.

c) Elemet Forum
The Aero Club to include other villages - Mr Twindledale to contact Cllr Roe.

d) Jag Meeting
The notices have been received for the Aug meetings.

d) Sherburn Flying Club.
Cllr Roe reported that he had spoken to the CAA apparently nothing can be done re a law passed in 1924 - saying we don't own the air above our homes.

2007/61 PLANNING
1. 15 High Street, Domestic Developments for 1 downstairs flat - The Pc query parking on High street and consideration for pedestrian access during construction. Property is on bend.
2. South Milford Community Primary School - Shelter for pupils - Clarification on pictures. Is it attached to school? Does the roof require this type of material is it in keeping with the building?
3. 24 Westfield Lane - reconsultation of planning permission for one dwelling and garage. Reply noted and outstanding issues still to be completed.
4. 40 Dwellings land adj to Southlands House - Application for residential development of 40 dwellings demolition of existing.
A site visit requested.

2007/63 A.O.B
· Cllr Smith produced a photograph of the flooding recently at the top corner of Butts Lane as your leaving Lumby onto to A63. This is very dangerous asked if it would be possible for the Clerk to forward to NYCC and ask them to have a look to see if anything can be done to the road. Clerk to forward.
· Cllr Smith asked if anyone knew of any land that the Bonfire could be held on in future years. It was suggested that maybe the land owned by Mr Shevrill?
· All Cllrs agreed to adopted the Parish Code of Conduct.

2007/64 Date of next meeting.
· The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 18TH September 2007 at 7.30pm. The meeting closed at 10.18pm.
