MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 15th July 2008

PLANNING 2008/43

PRESENT: Cllr's Upton, Roe, Jackson

New Planning
1. Erection of a conservatory to the rear 34 Common Lane, South Milford - The PC has no objections.
2. Erection of a two storey ext to the side and a single storey to the rear 9 Burley Close, South Milford - The PC has no objections.

Withdrawn
Erection of a single storey ext to the side 117 High Street, South Milford

Granted
1. Erection of a first floor ext above existing garage to the front Thornwood, Butts Lane, Lumby
2. Erection of single storey ext. to the side of rear Saplings, Butts Lane, Lumby.

It was reported that there is a breach of planning consent at No. 2 The Mews, Lumby (Lumby Hall) development. An additional door is being put into the building. Cllr Upton to write to SDC Planning Dept.

Cllr Upton also to ask SDC about the building of a breeze block garage at Lumby court, Lumby on an amenity area.

Cllr Hobman informed the PC that Cllr Long had resigned from the PC due to other commitments. Clerk to write and thank Cllr Long for her service to the PC over the years and wish her well for the future.

2008/44 MINUTES

· The minutes of the Ordinary Meeting of the Parish Council held on 17th June 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Roe seconded Cllr Reilly - all agreed.


The Chair invited Chris Stevenson-Quayle from Newthorpe to speak.

Chris had come along to ask if SMPC would support action being taken to try and get something changes on the B1222 to stop any further accidents happening on this stretch of road. There as been 2 fatalities over the last 2 weeks and 6 last year. A local farmer as offered land to NYCC to help with visibility on the road, apparently this is not acceptable due to funding. Chris is organising a meeting including J Grogan MP, Sherburn-in-Elmet Parish Council and would like to include South Milford Parish Council. Cllr Hobman told Chris that he could include SMPC and to inform us of any meetings being held. The Chair thanked Chris for coming along to the meeting.


The Chair invited Andrew McMillian of SDC to the floor to talk about the Village Design statement process.

Andrew explained that there are approx. 15 parishes and only 10 places available for this years VDS. The VDS is principally for use in making planning decisions, and therefore if they are to be adopted in the planning framework SDC needs to lead the project to ensure that it follows the correct procedures and is relevant to planning. To produce a VDS it involves putting together a steering group separate to the Parish Council and this group will work with Andrew to write the VDS. If South Milford is selected the group will have to attended a VDS conference which will involve a training session to explore the VDS further and to give you practice at the two main tasks, a mapping exercise and a descriptive exercise. Cllr's Roe, Jackson, Upton and Reilly showed an interest in joining the steering group. Cllr Hobman confirmed that South Milford were very interested in producing a VDS and will send a copy of the Village Plan to him at Selby. Andrew will be in touch to let us know if we have been successful. Cllr Hobman thanked Andrew for coming along to the meeting.


2008/ 45 Matters arising from previous meeting

a) Swan Croft - next meeting

b) Neighbourhood watch

· Cllr Upton is arranging a meeting in Lumby with PC Kelly.

d) A1 site

· No progress. It looks like more permanent kerbing is being put down on the access onto the old A! site. Clerk to write to P Sheppard - NYCC

e) Flooding

· There is a site visit on the 18th July with J Grogan MP along with Environmental Health and Y.W. to walk around the village and meet people who were effect by the floods.

f) Post Office

· A new date of 21st July as been given for the post office side is being opened.

g) Village Upkeep Attendant

· Clerk to speak to Mr Borridale to see if he would be interested in the new position. This would involve picking up litter around the village. Make recommendations to SMPC for improvements to grass cutting, weed control, overhanging trees/ bushes etc. Removing weeds from edge of footpaths and road gutters. Ensure that grass around public seats is kept under control. Keep the Playing fields area letter free and ensure that any plants/trees are maintained and replaced if necessary. Maintain the planters at the approach of the village. Clear build up of leaves/branches on footpaths etc. Mark with chalk any areas of dog mess and report incidents to SDC to ensure they are cleared up asap.

f) Lumby

· Cllr Smith reported that the plinth was ordered.

2008/46 New Matters Arising.

a) Elmet Forum

· No meeting. Next 7 Aug at Monk Fryston.

b) Jag meting

· No South Milford issues.

c) Village newsletter

· Cllr Reilly to write an article for next newsletter.

d) Minerals and Waste Plan.

· There is an enquiry in September 2008.

e) Village Fete

· Cllr Hobman said a big thank you to Laura Reilly who did a fantastic job of organising this year village fete. Clerk to send e-mail from SMPC saying this. SMPC stall raised £69.30 Clerk to give to South Milford Youth Club.
· Cllr Snowball informed the PC that hopefully the School and Police problem will be sorted for next year. It caused undue stress this year.

e) South Milford Playing Fields Association.

· Cllr Roe to inform them of Cllr Longs resignation.

f) Town Quarry

· The PC need to prove ownership of the Town Quarry. Elmhirst Solicitors could not find anything in the Land Registry. Clerk to speak to Mr Cawood.
g) Eco Town

· There will be no Eco Town in the Leeds Region.

h) Smartwater

· It was reported that the packs would be £15.00 each. Orders need to be in before the end of the year. Cllr Roe to put up a notice in Grove House and speak to Bill Kiplin.

2008/50 Date of next meeting.

· The next Open and Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 16th September 2008 at 7.30pm. The meeting closed at 9.40pm.
