MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 17 th June 2008
At Grove House, South Milford at 7.30pm

2008/35 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 15 th May 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Smith seconded Cllr Hobman – all agreed.
2008/ 36 Matters arising from previous meeting
a) Swan Croft – next meeting
b) Neighbourhood watch
Cllr Hobman to speak to Cllr Upton about starting one in Lumby.
c) Town Quarry
Cllr Hobman reported that he had provided a map to the solicitor and asked them to search. A cheque needs raising for £49.00 to cover their fees. All agreed.
d) A1 site
Meeting not taken place yet. There is a query with the ombudsman.
e) Flooding
A report as been received from Environmental Agency – mentions all things PC have written to them about. Emma will be providing a list of names of people who are responsible for solving flooding issues. John Grogan's office are planning a visit to all site 18 th July along with Environmental Health and Y.W. to walk around the village and meet people who were effect by the floods.
f) Post Office
The post office side is not open having problems with computerised link.
g) Elmet Forum
There is a meeting scheduled for tomorrow with regards to the Eco Town.
f) War memorial
Cllr Upton sent a message asking if anyone had any contact details for the British Legion. Cllr Roe to try and find out and will e-mail Cllr Upton.

Cllr Jackson attended meeting on 22 nd May at Church Fenton no South Milford issues.
Village newsletter
Missed next deadline. There are 4 newsletters a year. Good idea to pass around for each Cllr to do a piece. Next deadline beginning of September.
Minerals and Waste Plan.
There was a meeting with NYCC today. Peter Torrible represented the PC – Inspectors meeting in September 2008.
e) Village Fete
Cllr Reilly reported that the Police have been pull away from the village fete to go Police at York Races. Cllr Snowball to write to Chief Constable about this because it is felt that a Police attendance would be a very good idea because they have been trying to work closely with the community. Cllr Hobman to speak to Cllr Snowball and write on behalf of the PC.
Laura has incurred additional cost for the fete one being public toilets. The additional costs are approx. £400.00. Would it be possible for the PC to make a donation towards the Fete? After discussion it was agreed to donate £400.00. The PC will pay the additional bill directly. Proposed Cllr Roe seconded Cllr Smith.
The PC is to have a stall at the fete. Cllr Reilly, Upton and the Clerk agreed to get together to come up with some ideas for the stall.
South Milford Playing Fields Association.
The recent meeting was attended by Cllr Long.
Mr Borridale still wants to finish working around the village. His work consists of collection litter every day in and around the playing fields, around the seats on Westfield Lane and Steincroft. Cllr Smith to speak to Edward French about the mention of a handyman around the village.

Andrew McMillian – SDC – re: Village Design Statements. Needs details
Copy letter to S & C Groundworks- Selby from Tom Smith re Lumby Village Plinth and sign. – asking for quote. Cllr Smith reported that he had received 2 quotes for the village plinth in Lumby and after discussion it was proposed Cllr Smith seconded Cllr Reilly to go with Ash Maintenance £934 including VAT. All agreed. Cllr Smith to organise.

Budget – Cllr Smith handed out proposed budget figures for 2008/9 – after discussion the new budget figures were agreed. Proposed Cllr Reilly and seconded Cllr Roe.

Cllr Reilly to look at Smartwater – needs to go on the agenda.
Standing Order needs a sub committee – Clerk to e-mail to all Cllr so they can have a look at and discuss at a future meeting
Cllr Smith reported that the School children had been asked to enter a drawing competition to come up with new designs for the village xmas lights. The best two designs will be used at each end of the village. The winners will receive a £10.00 book voucher.
2008/42 Date of next meeting.
The next Open and Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 15 th July 2008 at 7.30pm. The meeting closed at 9.20pm.
