MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 19th June
2007
At Grove House, South Milford at 7.30pm

2007/47 MINUTES
¨ The minutes of the ordinary meeting of the Parish Council held on 15th
May 2007 had been circulated along with the Notice of Meeting. Proposed Cllr
Jackson seconded Cllr Roe - all agreed.
The Chair welcomed Mr Richard Burnley of the Safety and Security Group of the
Village people re: Traffic Calming, Low Street South Milford.
Mr Burnley reported that they had been consulting with NYCC about the traffic
calming on Low Street and the feeling previously received from the Parishioners
was that the traffic calming on Low Street was not suitable and needed replacing.
NYCC had recently given out a report. The PC had not received a copy. Clerk
to chase either Paul Atkin or Steve Hill. Clerk also to invite to next PC meeting.
After discussion it was agreed that the Safety and Security Group would organise
a village meeting to find out the feeling of the Parishioners now. This information
will then be collated and presented at the next Selby Area Committee meeting.
Members of the Village People will go along to this meeting and asked if some
of the PC Councillors will go along too.
Cllr Snowball - NY
· Firstly Cllr Snowball filled in the new Parish Councillors on the
situation with the Traffic Calming.
· The hole in the road near Inglenook Farm - NYCC sorting.
· Unitary Authority - June 22 last day for consultation.
· School in North Yorkshire are losing 7,000 pupils a year and only gaining
6,000. The school funding is based on amounts of pupil so Schools are losing
funding. There are growing concerns.
· 50% of Head teachers are over 50 years old and there are concerns.
In 2009 the government will spend money on Primary Schools and they may look
at putting Schools together.
Cllr Mackman - SDC
· Update on the A63 Construction site - it is coming along nicely.
· SDC view is against the Unitary Council. They prefer a tier. 6 out
of 7 support plus all MP's.
· The Maltings site is still being sorted with the Consuls

2007 / 49 Ongoing Matters
a) A1
Further to the meeting Cllr Hobman as prepared a letter to go out to David Pilsworth.
b) A63
Cllr Upton chasing.
c) Lumby Village
Cllr's Upton and Smith are in the process of finding out who owns the "Village
Green" in Lumby. In the mean time ask if the PC can ask Steve Parkin to
cut. All agree. Clerk to sort.
2007 / 50 Budget
Cllr Smith gave out some draft figures he had put together from the accounts
and previous budgets. After discussion it was proposed to use these figures
for the 2007/08 Budget. Proposed Cllr Reilly and seconded Cllr Jackson. All
agreed.
2007 / 51 New Matters arising
a) Town and PC Forum
Cllrs Jackson and Hobman attended and reported back. The 106 monies were discussed.
Clerk to contact SDC Caroline Sampson Pavers and find out exactly what monies
the PC have and when they expire.
Clerk to also ask if there is any training given re Planning.
b) Elmete Forum
It was mentioned that the Police and Fire station may be relocated.
c) Unitary Authority NYCC Meeting.
This was attended by Cllrs Roe, Reilly and Hobman and presented by John Marsden.
A decision to be made by 22nd June.
d) Jag Meeting
Cllr Jackson spoke to PC J Richardson at this meeting who agreed to come and
see the PC. Cllr Jackson mentioned to PC Richardson about the complaint from
Wain Gap about kids playing and riding mountain bikes in the quarry. Police
to watch. The next meeting is pencilled in for 18th September 07.
e) Playing Fields
Cllr Roe attended the meeting and asked if the Clerk to contact "two hoots"
to find out why they had not been back to carry out maintenance. The PFA are
also asking for ideas to open the Reflective Gardens.
f) Sherburn Flying Club.
Cllr Roe reported back from a meeting he attended at Sherburn Aero Club. He
handed out a Preliminary report to each Cllr. Cllrs Roe and Upton to monitor.
g) South Milford Sports Association.
Cllr Hobman had a meeting with Mr Cawood about the land at the Maltings. This
as to be secured by a fence. Clerk to contact Neil Clark of the above and find
out if there is any progress, we need plans, estimates etc.
h) Bootle Bank South Milford
Cllr Upton to approach Paul Ward about locating on near the garage.
2007/50 Correspondence

It was agreed to give St Mary's Church £500.00 towards restoration of
the clock at the Hall. Cheque to be raised next month.
An e-mail was received from Karen Crawshaw about an additional cost for the three seats around the Parish. After discussion the PC agreed that the VP should try and find funding for these seats. Clerk to contact Karen.
2007/51 PLANNING
1. Change of use of agricultural building to B8 storage use with ancillary
external storage area on land off Lund Sike Lane - 0 Lund Sike Lane, South Milford
- no objections
2. Proposed additional spirit storage tank and forecourt alterations to include
new islands and dispensers Southlands Service Centre, Low Street - no objections
3. Proposed erection of one dwelling with detached garage 24 Westfield Lane,
South Milford. Concerns Raised at - Emergency access to site, egress speeds
of traffic from site, Visitors parking provisions, ecology within old quarry
site, construction access provisions, back flooding into property via drainage
system, structural stability of Westfield Lane in lieu of change to traffic
usage and nature, flood risk, locality to school, capacity of drains, relative
height of beck in relation to development.
4. Erection of one dwelling with integral garage following demolition of outbuildings

The Annual Accounts return was discussed and signed by Chair as true.
2007/53 A.O.B
Cllr Smith asked if anyone had any ideas where the bonfire could be held after
this year. This was the last year on Mr Battys land on Low Street. It was suggested
maybe the land near the Chinese on Old London Road.
2007/54 Date of next meeting.
The next Ordinary Meeting of the Parish Council will be held at Grove House,
Sand Lane, South Milford on Tuesday 17TH July 2007 at 7.30pm. The meeting closed
at 10.10pm.
