MINUTES OF A ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 16th June 2009

2009/46 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 12th May 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Coy seconded Cllr Roe – all agreed.
2009/47 NYCC
The chair welcomed Cllr Mike Jordan to the meeting and informed him that he had copied him into an e-mail about the local flooding.
2009/48 SDC update
Cllr John Mackman gave apologies for Cllr Carol Mackman.
Concession rail travel. This is now up and running and is available at various places. It is for the over 60’s and disabled. There is 45% off the original price.
Windfarm. Planning submitted
Thorpe Willoughby/ Bishop Wood for 7 turbines.
West Haddlesey / Birkin for 14 turbines.
Next 3-6 months for Ferrybridge for 9 turbines, Cliffe for 5 turbines, Hensall for 14 turbines.
To be construction July/Aug 09 Rusholme, Nr Drax for 12 turbines.
Hookmoor to go to committee 2nd July for 5 turbines.
Darrington A1 6/7 turbines – refused due to being in Greenbelt. Appeal due in October.
LDF update. The evidence for Core strategy has been put together. Draft to come out 2010. Final report mid 2011.
Ferrybridge CHP Plant. This will be approved by Central Government. SDC only consultees. Depart of Energy and Climate Change to deal with. A meeting to be set up. Cllr Mackman to e-mail Clerk contact details.
Community Project.
Approval has been given for a new hospital in Selby. This will be done mid 2011.

2009/50 New Matters
Fete
Clerk to contact Suzanne of the WI to see if we can use 2 of their tables.
Clerk to ask Mark and Diane if they can help at the Fete.
Xmas Lights
Just to clarify. Tom Smith to continue with the Xmas lights. There is a budget of £2,000.00 plus the £400.00 from the Village people. Again this year they are offering £10 prize to the school children for the best lights design. All Cllr’s agreed.
2009/51 Ongoing Matters
Flooding
Bill has spoken OFWAT. YW own the culvert on High street.
Cllr Jordan to get advice and to come back to Cllr Hobman. He will see how NYCC can get involved. We need someone to take over the management of issues and to source financial backing.
b) A63
Cllr’s Jordan, Hobman and Upton are to go along to the meeting at the end of July to talk about road safety issues. To also ask about the A1 Entrance. In the meantime Cllr Jordan to ask Paul Pike of NYCC if anything can be done.
c) Minerals and Waste – nothing
d) Town Quarry - clerk to chase Solicitor
f) Standing Order
The new ones are not out yet. Clerk has asked YLCA for copy as soon as available.
h) 106 monies
SDC Carole Sampson Pavers says we are ok to extent the date on the monies available to purchase the land in South Milford.
2009/52 Update from other meetings.
Elmet Forum - Cllr Upton still trying to arrange.
Jag meeting - next meeting 17th June at Brotherton & Bryam Hall 7pm.
CIP’s – nothing
Cllr Mackman left at 8.30pm.
Update on NYCC re: ETR order, Sherburn – in –Elmet.
Cllr Jordan expressed a concern about this order and the effects it has on the workers at Mytums losing their pay.
South Milford Parish Council would not want the order to be removed. This order helps with the village of South Milford. This is agreed by all Cllr’s. Clerk to re-send the survey and letter from July 2008 because NYCC say they have not received.
Cllr Jordan left at 8.40pm.

Cllr Plummer reported that they were putting together the costs etc.
2009/53 Correspondence
SDC – 106 agreement and proposed deed of variation re: Land at Low Street, South Milford.
NYCC – Community Emergency Scheme – Do the Parish want to compile the document? There is no statutory right for the PC to do this. – Clerk to invite to next meeting
North Yorkshire and York NHS – Application by south Milford associates Limited for Preliminary Consent prior to inclusion in the Pharmaceutical List at The Surgery, 14 High Street, South Milford.
Country Air – Selby district AVS- Volume 11 Issue 2.
NYCC – Experimental 7.5T HCV weight limit – Milford Road.
Notification of JAG meeting – Wed 17th June – notices on board.
