MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 20th March 2007
At Grove House, South Milford at 7.30pm

2007/19 MINUTES

¨ The minutes of the ordinary meeting of the Parish Council held on 20th February 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Sims seconded Cllr Snowball - all agreed.


2007/20 MATTERS ARISING FROM PREVIOUS MINUTES

Cllr Snowball reported that Mr Gary Limbert is to come back to him about the 106 monies.


NYCC - Cllr Snowball

1. The next meeting of the Selby Area Committee is to be held at Ryther Village Hall
2. Improvements to road in next financial year could include a footpath from the cycle path ending at Lumby to Betteras Hill roundabout.

a) Local Disorder

¨ Cllr Sims reported that there had been problems around the Queen of the Old Thack. Cllr Snowball said that people must report any incidents to the Police. Suggested that the telephone numbers of the Police and Mr Tim Grogan could be put in the village newsletter - details given to Village People.

b) Playing Fields

7.40pm Cllr Long arrived.

¨ The chair invited Laura Reilly to speak about the next phase of the Playing Fields project. Laura explained that the next phase was to include a nature reserve and nature play area. Laura has spoken to Groundwork and the Environment Agency. They hope to create a couple of boggie areas as well as a play area. This would go where the old changing rooms used to be in the Playing Fields. They have spoken to three different Landscape architects and need £950 for the first drawings. Then they will present these to the Parishioners and ask for their opinions. Laura asked if the Parish Council would make a donation to fund these drawings. It was suggested it may be possible to fund the project with 106 monies. After discussion Cllr Snowball said in principal it was a good idea and would support the initial £950 for the drawings, But the Parish Council needed to see more robust drawings and he would not be comfortable using all the 106 monies on one project. He suggested that she contacted Gary Limbert at SDC to trigger monies from other sources. Cllr Sims seconded the motion - all agreed. The Parish Council strongly wishes to support this phase in some way. Laura to come back to the next meeting with the drawings. The cheque for £950 to be made payable to Estel Warren. The Parish Council thanked Laura for all her hard work.

¨ Laura also informed the Parish Council that preparations for the village fete were well in hand.

c) Street Matters

¨ The Clerk as contacted Grahams about replacing the tree on The Avenue, this will be done at the right time of year.
¨ A letter was received from NYCC. A bus stop can not be placed on the A63 because no buses go along this road.
¨ A meeting to discuss the A63 is still being organised.
¨ South Milford Womens Institute - request for donation. The chair read out this letter. After discussion with Laura Reilly it was proposed by Cllr Snowball to give £2,000.00 towards the refurbishment of the WI, seconded Cllr Haynes - all agreed.
d) A1 Motorway

¨ Cllr Hobman reported that a meeting is to take place next week; he will attend on behalf of the Parish Council.

e) Railway - discussed at Open Meeting

f) Gascoigne Wood - nothing

g) Lumby

A letter was received from Harvey Planning Services informing the PC that Mr Harvey is retiring in April. Cllr Snowball wrote a letter of thanks for his services.

¨ A letter was received from SDC Terry Heselton, which Cllr Morley read out. Cllr Snowball to write to Sally Rowlings - Chief Executive with a copy of this letter.

18. South Milford Mums Babysitting Circle. A request was made for a donation to help this group of people. After discussion it was agreed to donate £420.00 as a one off payment to help with CIB checks and first aid courses. Proposed Cllr Sims, seconded Cllr Long - all agreed.

2007/25 Planning (discussed by Planning Committee at 6.30pm today and put to the PC)

2007/26 A.O.B

The paper work for the transfer of land for the Football Club is still on going. One of the trustees is in New Zealand and they are trying to contact them.

2007/27 Date of next meeting.

The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 17th April 2007 at 7.30pm. The meeting closed at 8.55pm.
