MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 18th March 2008
At Grove House, South Milford at 7.25pm

2008/09
Neighbourhood Watch

· The chair welcomed Pc's Richardson and Wood to the meeting to discuss having a Neighbourhood Watch scheme in South Milford.
· After discussion it was agreed that a flyer would be produced by the PC to try and encourage the Parishioners to come along and volunteer to be co-ordinators to run the scheme. This would be run in small section, say one street / cul-de-sac. Each section would need co-ordinators. The co-ordinators would receive information from the Police and feed it around. The PC thinks it is a good idea and need to encourage people to start. Cllr Ward agreed to produce a flyer advertising an Open meeting. PC Richardson to get PC fox to contact to arrange a date.

"No cold calling Zone"

· The Chair welcomed Mr Titchener from NYCC Trading Standards Dept.
§ Mr Titchener explained the No cold Calling Zone was to combat doorstep crime i.e. bogus callers selling insurance etc, charity collections. There is no legal enforcement but it empowers residents to say no. This is done again in small zone a street or cul-de-sac. All the PC need to do is give a street name etc and NYCC do the rest. They contact each resident, all residents have to agree. Then a sign is erected at the start of each zone and a pack is given to each household. There is also a contact telephone number if they have any callers that they are unable to get rid of, the resident can ring this number and some from Trading Standards will come out and assist. Overall this scheme does work. Cold calling as been reduced by over a third. It does not affect people like Avon, Ringtons etc.
§ A lot of large companies will ring NYCC to ask which streets etc are in the No Cold Calling area to save time visiting these areas.

Citizens Advice Bureau
The Chair welcomed Barbara Atkinson from Park Street, Selby branch. Barbara explained that the CAB is there to provide advice for people. There service is free, independent and confidential. Most of the people who work for the CAB are volunteers.
The CAB is funded by various method but still need to look for donation and she asked if the PC would consider making a donation. The PC asked if there were any figures as to how many people from South Milford Parish used there services. Barbara to get back to the Parish with this information.
The Chair thanked everyone for attending.

2008/10 MINUTES
· The minutes of the Ordinary Meeting of the Parish Council held on 19th February 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Smith - all agreed.

Matters arising from previous meeting.
a) Village Newsletter
· Cllr Reilly did an article for the Village newsletter.

b) Flooding
· The report has not been issued by Env. Agency. A meeting will be arranged when the report is received. The walk along High Street to be arranged after report received.

c) Christmas Lights
· Cllr Smith had a meeting with Howard Reynolds to talk about improving the Xmas lights. They are arranging a meeting to discuss and what to buy. They will come back to the PC with estimates.
· Cllr Hobman attended the planting of a Christmas tree at the primary school in memory of Mr Ray Gill. The PC to arrange lights for this tree at Christmas.

d) Minerals and Waste Plan
· No response yet.

e) A1 site.
· Discussions still on going about A1 site. Clerk wrote to Mr Watson NYCC re placing a temporary barrier to stop people using the lay-by that as been left. He said nothing could be done due to discussions.

f) A63 Lumby Traffic.
· Cllr Mackman reported on the meeting that to place on the 7th March. There will be no bypass in Monk Fryston or Hambleton. There may be some form of traffic calming in these villages. The Hull Road to A19 there could be something done. Nothing was mentioned about the Lumby junction. The question was asked who makes these decisions - A Senior Officer makes the decision. All objected. The Elected Members should make the decisions. Cllr Hobman to draft letter copying in Cllr Snowball and NYCC Chief Exc.


g) Elmet Forum
· Cllr Upton reported that there were discussions on Sherburn Aero Club - ask if Clerk could ask Cllr Roe for update.
· Selby Area Drainage Board - problems with dykes etc.
· Hook Moor Windfarm - maybe in greenbelt. Cllr Hobman to draft letter - all agreed.
· A63.
· Gascoigne Wood. Neighbourhood watch.

h) Jag Meeting
· Cllr Hobman attended. The vandalism on High Street was mentioned again. The Police shift finishes at 1am - vandalism later. Looking at employing Marshall at Selby.

i) Town Quarry
· An updated was received from Edward French. They have had a meeting with Groundwork and have received some good ideas and grants seem easily accessible. Now looking at 2nd part of exercise and will be arranging Open Meeting.
· Clerk looking into boundaries.
· Further to complaints about over hanging trees from the Town Quarry into Gardens a quote was sourced from DC Graham £680.00 plus vat to cut back trees and remove 2 trees. It was agreed to go ahead and do this because it will be a while before the above work is ready to go. All agreed. Clerk to contact DC Grahams.

i) Litter Bin - Mill Lane
A quote for a new litter bin, the same as rest of village, was received from SDC £385.00 plus vat. VP will give £185.00 PC to fund rest. All agreed that bin is needed. Proposed Cllr Long seconded Cllr Smith. Clerk to order.
New Matters Arising.

a) Weed Killing
· This is to start at the end of March.
b) SMSA
· The 106 monies as been secured for the fencing at The Maltings. This will start next week. We need to check with Neil about the car parking facility.

c) Working Party
· Further to Cllr Reilly's suggested. This needs to be set up.

d) CIPS
· The Clerk contacted Gary Limbert and the date for the next meeting was supplied. Cllr Jackson to attend.

2008/11 Correspondence
1. Quote DC Grahams for cutting back trees in Town Quarry.
2. SDC - confirmation of comments on SD Local Dev Framework (LDF) Core Strategy.
3. NYCC - Winter Maintenance Review. - inviting you along to meetings around the country to discuss, Clerk to write and ask if Whitecotes Lane and Lumby Lane can be added to list.
4. Press Release from Sherburn in Elmet and South Milford Councillors
5. NYCC - proposal to introduce an exp. 7.5T HGVweight limits on Milford Rd, Sherburn in Elmet
6. WRVS - asking for donation
7. Age Concern - asking for a donation - all agreed to donate £100.00 Proposed Cllr Jackson seconded Cllr Upton. Clerk to send.

15. e-mail NYCC - Parking on pavements. An unsatisfactory reply was received from Mr Watson of NYCC. Clerk to write to his Superior. The PC have issued photographs showing there are problems around the school and still nothing is done to prevent an accident happening.

Cllr Mackman left the meeting at 9.20pm.
· Mr Wolstenholme of Low Street asked if he could look at the PC's response in regards to the 40 dwellings on Low Street. He was given a copy of Feb minutes. Clerk to contact SDC and Contractor to ask for site meeting and to make sure that the work "The PC object to this development" were in the PC's return.

The Planning meeting was held at 6.30pm. The findings were as follows:

2008/12 PLANNING

1. Application for consent to remove defective material and thin to improve balance of Sycamore tree T1 within TPO 9/2000 115 High Street, South Milford - PC ok as long as within guidelines.
2. Proposed erection of a two storey side ext. to form garage and bedrooms above at 8 Sand Lane, South Milford - no comment
3. Subdivide one detached dwelling into two semi detached dwellings Lumby Court, Butts Lane. Lumby - no comment

Permission granted: Erection of a two storey ext to the rear and conversion of the garage roof void to include dormer windows to create a storage room/study Stone House, Old Quarry Lane, Lumby

2008/14 Date of next meeting.
· The next Open and Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 15th April 2008 at 7.30pm. The meeting closed at 9.40pm.
