MINUTES OF A ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 17th March 2009

2009/19 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 17th February 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Watson seconded Cllr Roe – all agreed.
NYCC updated – Cllr Snowball
1.Railway Users held a meeting 6/3/09 – there are safety issues to address. What needs to be done and cost. There is an issue about who owns the road up to the gate. Cllr Snowball will report back when further info, is available.
2.2. Full Council Meeting – They are reviewing the whole gritting procedure. Cllr Snowball asked the PC to look around the Parish and review the grit ad salt bins. Clerk to let Cllr Snowball know were the PC would like new bins.
3.NYCC are looking at the speeding issues on High Street.
4.The Police are looking at improving the access to the Police. They are looking at opening the old Police houses.
2009/20 Matters arising from previous meeting
1.Maltings – Cllr Hobman attended a meeting held by Mytum and Selby Waste Recycling Ltd about the programme for the Maltings Organic Treatment works. There is no planning as yet. There will be 50-100 new jobs created. The PC need to address once planning received.
2.Street sign near 3 The Haven. Clerk to e-mail NYCC about erecting a new sign.
2009/21 Kevin Ward – 4 Youth Selby Area
After discussion it was agreed that the PC would support the Youth Club direct. – All agreed.
2009/22 New Matters
Village People
Cllr’s Watson and Coy attended a meeting with the VP. Edward French is keen to keep the Newsletter/web page. Peter Watkinson willing to help. They are to upgrade the web page with various links. PC to continue support. Cllr’s Watson and Coy to attend next meeting.
Rubbish Bin, Mill Lane
The bin near the bus stop on High Street is to be moved to Mill Lane. SDC doing FOC. Clerk to ask Laura for plan with location of were the bins needs to go. Clerk to e-mail to SDC.
Gritting in the Parish
Clerk e-mail NYCC about the gritting around the village and received a e-mail back from Paul Sheppard stating that Priority 1 routes through the Parish are the A162, C321 (old A162) and the (B1222), all other roads are Priority 3’s. There no priority 2 routes within the Parish. Priority 1 routes are pre and post salted as required if frost, ice or snow are forecast and road temperatures are to fall below 0c. Priority 3 routes will be gritted as when resources are available after 72 hours continuous severe weather conditions. Similarly footways will be gritted as when resources are available after 72 hours continuous severe weather conditions on a priority basis.
A1 Site
A letter was received from Yorkshire Humber Government Office re the A63 and the A1 site. They are going to organise fencing on the access to restrict use as Vehicle Park. This will be done by the end of March. Nothing as yet.

106 monies
The priority is to purchase the land at £17,500.00. Cllr Hobman reported that once planning is issue we can move quickly it purchasing this. Cllr Plummer thanked Cllr Hobman from Swan Croft for his help with Planning.
