MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 15th May

2008/25 MINUTES
· The minutes of the Ordinary Meeting of the Parish Council held on 15th April 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Upton - all agreed.
2008/26 Swan Croft
After discussion it was agreed. Cllr Roe to write a letter to Swan Croft informing them that the PC feels it would be better for the PC to purchased the land and gift it to the Swan Croft for their use. Details would need to be sorted with Caroline Sampson Pavers at SDC.
2008/27 Police Mobile Unit
Pc Kelly explained that the Police were bringing a mobile unit to South Milford and surrounding village if members of the PC could forward their e-mail address he would send to them. The list of dates to be put into the Village newsletter.
2008/ 28 Matters arising from previous meeting.
a) Neighbourhood Watch
· Cllr Ward arranging the leaflet and a date for a public meeting.
b) Town Quarry.
· Clerk to forward the Solicitors letter onto Cllr Hobman and Cllr Upton so they can try and source a map to send to them, So they can act on our behalf in registering the land,
2008/ 29 On Going Matters.
a) A1 Site Restoration
· Cllr Hobman putting together a letter and arranging a meeting to include
SDC, PC, Peter Torrible to decide what action to take next.
b) A63
· A report was issued from the Highways Agency and there was nothing in the report for the A63. Cllr Upton to look at.
c) Flooding
· Cllr Hobman waiting for a copy of the report, apparently it is on the
way,
d) Post office
· The post office is open.
New Matters Arising.
a) Elmet Forum
Various issues were discussed including the Windfarm at Hook Moor, Community
Management Boards, SDC are organising a pilot CMB in Tadcaster - Public Meeting.
b) Jag meting - next meeting 22nd May at Church Fenton.
c) Village newsletter - nothing
d) Minerals and Waste Plan.
· 2 application for quarry. 1 near A1 construction site field and the
other is opposite near Selby Fork. One will not be happening at all because
the land as been sold to a different owner. A1 construction site is a potential
mineral site in this area, though currently discounted by NYCC.
· Re Waste, Gascoigne Wood was nominated as a potential site and this
location (along with other Waste sites), will be subject to an Inspector's Enquiry
in September 2008. The set up meeting for this enquiry takes place on 17th June
at 10am at NYCC Northallerton. Parish Council will be represented at this meeting
by Land and Development Agency.
e) Village Fete
· Cllr Reilly reported that the School may have problems with the insurance.
e) Clerk's Stipend.
· Cllr Smith reported that he had contacted various bodies in connection with the above after discuss it was agreed to pay the Clerk £4,000 p.a. plus telephone as before. Proposed Cllr Smith seconded Cllr Upton - all agreed. This is to be backdated to 1st April 08.
2008/30 Correspondence
1. NYCC - New guidance for use of household recycling centres - leaflets.
2. Playzones (Products and Services Ltd - brochure - pass to PFA
3. Leeds City council - Leeds City Council natural resources and waste development
plan document - invitation to a workshop on 23rd May in Leeds or there are various
exhibitions around Leeds during May and June.
4. NYCC Selby - Signs Rationalisation - lists of work to be carried out to improve
the signs on Low Street.
5. North Yorkshire Criminal Justice Board newsletter
6. SDC - forwarding a copy of a letter from BT re payphones in our area. Some
of the payphone are not being used very often and one of them is the one at
Newthorpe they intend to remove. The PC object, Clerk to e-mail them.
7. Selby District Association of Voluntary Services - Introducing their team
8. NYCC minerals & waste dev framework waste core strategy examination -
giving date of pre-examination meetings 17th June - will anyone be attending?

9. Notification of next JAG meeting - Thursday 22nd May at Church Fenton Village
Hall - notices on board.
10. Yorkshire Rural Community Council - membership renewal - we are not members
11. SDC - Village design statements (VDS) - Andy McMillan - New Senior Planning
Officer introducing himself and sending info, Clerk to e-mail and express an
interest.
12. Post Office - South Milford reopening 7th May 2008
13. SDC - Recreation Open Space Dev Contributions (commuted sums) - land at
Low Street, South Milford - We now have £56,628 for off-site youth and
adult recreation Open space received from Barratt Homes Ltd. (Section 106).
14. SDC - Meeting 21st May of Selby District Local Strategic Partnership and
Comm Safety Partnership joint AGM. At Selby Town Hall 6.30pm.- notices on board
15. Marmax Products Ltd - selling street furniture
16. SDC - Chairman & Parish Directory update after AGM and return to SDC
17. SDC - Unauthorised site compound at Laurel Farm., Butts Lane, Lumby. All
industrial items now removed from site - some caravans remain.
2008/31 PLANNING
1. Erection of two storey ext to the side 117 High Street, South Milford -
no objections.
2. Resubmission of previously withdraw 8/57/267C/PA (2007/)802/FUL) for erection
of a residential development comprising of 40 dwellings following the demolition
of the existing building - land adj Southlands House, Southlands Close. PC to
object to current plans at SDC meeting.

SDC - 2 The Meadows, South Milford - Planning granted.

The insurance policy was discussed, additional items were added to cover the
new work in the playing fields. All Cllrs agreed on the insurance cover.

2008/33 A.O.B
Cllr Upton taken on looking into the War Memorial for South Milford.
New items for agenda next month, Budget and Standing Orders.
Cllr Hobman to represent the PC at any meeting in connection with the suggested Eco Village at Gascoigne Wood and asked the Councillors to e-mail any opinions they have to him. After discussion it was agreed that the PC objected to a new eco village at Gascoigne Wood.
2008/34 Date of next meeting.
· The next Open and Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Wednesday 17th June 2008 at 7.30pm. The meeting closed at 10.20pm.
