MINUTES OF A ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 12th May 2009
At Grove House, South Milford at 7.30pm
PRESENT: - Cllr’s Hobman, Upton, Coy, Watson, Jackson, Plummer, Roe
Apologies: Cllr’s Reilly, Duxbury
The chair invited Mr Hutchinson to speak. He asked if the Planning due for discussion in the meeting could be displayed on the notices board. He also asked if any thing could be done with the village signs. Clerk to speak to NYCC.
2009/38 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 21st April 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Watson – all agreed.

Flooding
A meeting was held on 7th May and was attended by 2 people from EA, 2 from NYCC Highways, 2 from Yorkshire Walter and Cllr Hobman from SMPC. The Issues raised by Parish Council: Rose Cottage Culvert, Low Street Bridge, High Street Culvert, highways drainage and gullies and Ongoing maintenance. The actions to be taken by SMPC after the meeting
Write to OFWAT regarding priority of works in South Milford
Investigate whether any sec106 funds would be available
Find out if any funds would be available for them to employ a consultant to carry out modelling to find a solution.
e) Town Quarry
The Solicitor is proceeding.
f) Standing Order
The new ones are not out yet. Clerk has asked YLCA for copy as soon as available.
h) 106 monies
The Clerk to write to Carole Sampson Pavers at SDC and ask her to extent the date on the monies available to purchase the land in South Milford.

Cllr Jackson attended there was one application for monies by Monk Fryston for the Cricket Club. Cllr Jackson also informed the PC that Gary Limbert had left is post in Selby.
South Milford Playing Fields Association
Cllr Watson reported that the Play ranger stated on Monday 11th May – well attended.
Notes need to be made by the Pfa of grasscutting. These needs to be monitored.
A question was asked – What is happening with the “Wildlife Banks”.?

2009/44 PLANNING
SDC - Amended Plans – Repair and raise height of existing boundary wall, Lumby court, Butts Lane, Lumby. – The PC has no objections.
NYCC – Erection of a single storey classroom ext. at South Milford CP School, Sand Lane, South Milford. The PC would like to understand the usage of the existing school and what the new building will be used for. As we have concerns that the existing facilities are being used for external commercial use on a full time basis.
SDC - Erection of a modular building to provide staff accommodation Squires Coffee Bar, Newthorpe Lane, South Milford – The PC object to this planning application. The new build is not on existing site of building greenbelt area. Additional traffic for black spot road. If this is permitted what will future planning be submitted. Last year additional planning for accommodation was permitted why is extra now required.
Appeal - Inspector’s decision.
Appeal by Mr Terence Geldard – site at 115 High Street, South Milford.
Permission is now granted for the demolition of the existing property and erection of three detached dwellings at 115 High Street, South Milford
Refusal
Replace existing garage door with a 3 sided bay window and extend existing canopy roof above new window 9 Mulberry Court, South Milford
