MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 20th November
2007
At Grove House, South Milford at 7.30pm

PRESENT: Cllr's Hobman, P Reilly, J Roe, D Jackson, M Plummer, Smith
Apologies: Cllrs Ward, Long, Upton

2007/82 MINUTES
· The minutes of the Ordinary Meeting of the Parish Council held on 17th July 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Plummer seconded Cllr Jackson - all agreed.

Matters arising from previous meeting.
· A letter was sent to Inspector Abbott and Cllr Hobman had spoken to PC Richardson about the problems in South Milford and Lumby with vandalism, under age drinking, parking of cars on pavement and youths causing a nuisance. Cllr Hobman was informed that there was an underage drinking fine issued on bonfire night in the village.
· Cllrs Hobman and Jackson will be attending the JAG meeting and will bring up the issued of Law and Order.

SMSA
· It was discussed if the 106 monies should be used for the fencing on the field at the Maltings. After discussion it was agreed for the Clerk to contact Caroline Sampson at SDC and ask if the 106 monies could be used for this purpose. If ok the Clerk is to send in plans and quotes to move the project along. We have received two quotes for erecting fencing and gate from P & A Fencing and Atkinson's. It was agreed to go with Atkinson's quote for £7054.27.
· Cllr Hobman or Plummer to speak to Mr Cawood.

· Cllr Roe attended a meeting with SMSA and Gary Limbert of SDC to discuss how to move forward. Arrangements are being made to have a Public Consultation about the proposed new facilities. Proposed date 24th November 2007. Jim Snowball to chase. Meeting have been held with Planning and they are more comfortable with a single storey building, but firm plans have not been drawn up yet.
· Cllr Reilly to send letter to SDC.

Teenage Boxing Club
· We have received a wish list from Mickey Bradshaw, Cllr Jackson to set up a meeting. The PC have agreed to buy equipment to the value of £250.00

Craig Steward - Milford Sidings
· Clerk will chase Craig Steward about the content of the letter. Cllr Hobman to sort. There is a meeting on the 7th December.

2007 /83 Ongoing Matters
a) A1
· Cllr Hobman wrote to the Highways Agency, copies to J Grogan and Cllr Mackman. Mr Peter Torrible of The Land and Development Practice at Wetherby looking into legal issues on site at the moment.

b) A63/Lumby Traffic Management
Cllr Upton to look into recent accidents reported.

c) The Post office
Cllr Reilly reported that the sale should be complete next week. The Shop will open in December, but the Post Office will be January 08.

d) South Milford Flooding
Cllr Hobman updated on the flooding. A Flooding Committee needs to be formed. There is a meeting with MP J Grogan in January. The Environmental Agency is getting on with modelling the water coursers and YW are building a culvert. Cllr Hobman submitted a flood update at NYCC meeting, it was deferred until Jan 08.

2007 / 84 New Matters arising

a) Jag Meeting
Cllr's to ask about JAG meeting minutes at next meeting.

b) Village Newsletter
The PC is being chased for an article for the Village Newsletter. Cllr Reilly to ask Cllr Ward if he can do an article in time for the next Village Newsletter.

c) Local Road Policy
· Cllr Roe asked if anything could be done about the road issues around the school. There are large vehicle and tractors mounting the paving and driving along it for some length. This is happening at prime times when the children and going and leaving school.
· Cllr Snowball said there was a safety issue outside the school and it is being looked into. Cllr Snowball had a meeting with Inspector Abbott and Paul Sheppard of NYCC.
· Cllr Roe to write a letter to Paul Sheppard and copy in Inspector Abbott and Cllr Snowball.
· The Village people are very unhappy about the speed bumps on Low Street. An out of court settlement as been made by NYCC. A letter was received from NYCC dated 12th November. "Proposal to introduce an experimental 7.5t HGV weight limit on Milford Road, Sherburn-in-Elmet - Near Home Farm. The effects of the order will be to prohibit all motor vehicles exceeding 7.5t gross vehicle weight from 5.30am - 10am and 3,30pm - 6.30pm entering the restricted areas. Preventing any heavy commercial vehicles driving from Sherburn-in-Elmet and South Ilford via Low Street and Milford Road during those restricted time periods. A response to this as to be send by the 26th November. The PC will send a response. Cllr Hobman to write.

d) Christmas Lights
Cllr Smith has arranged for the lights to be put up on Sunday. The Christmas trees are sorted. Meeting on Sunday at The British Legion at 10am, needs 2 0r 3 people if any body available.
Cllr Smith also informed the PC that he had asked Mr Condon of Lumby Hall about the placing of a stone tub on the side of the road on the entrance to Lumby and he was ok about this. Cllr Smith to continue sourcing.

Cllr Reilly left the meeting at 8.30pm

e) Minerals and Waste Plan
A letter and disc were received from NYCC. They have discounted Lumby/Fairburn sites. Waste proposal Gascoigne Wood. Cllr Hobman suggested that we write to support discounted status to the sites. He will speak to Peter Torrible and get some advice.

f) Elmet forum
Sherburn Aero Club - we have received contact details for Sherburn PC members. Cllr Roe to contact and try and sort out collation of details. If people have complaints they need to report numbers and times.

· Resubmission of a previously refused application 2007/0062/FUL (8/57/98F/PA) for a four bedroom detached dwelling Lumby court Butts Lane Lumby. No objections

2007/87 Precept
Cllr Smith handed out a Cash Forecast showing the budget figures and actual spend figures. After discussion it Cllr Smith proposed that we ask for a precept of £20,000.00 this year seconded Cllr Plummer. All agreed. Clerk to return signed form to SDC.

· Cllr Roe to ask Mr Parkin for a price for both lots of maintenance. Instead of using Wise Owl.

2007/90 Date of next meeting.
· The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 18th December 2007 at 7.30pm. The meeting closed at 9.25pm
