Planning Meeting

PRESENT: Cllr’s Hobman, Reilly, Upton, Duxbury, Watson

2008/73 Planning


1.Erection of a detached dwelling land adjacent to 24 Westfield Lane, South Milford. The PC has no objection.
2.Retrospective application for the retention of alterations to the front elevation Ashton House, 112B High Street, South Milford. The PC has no objections.
3.Erection of a first floor ext. above existing garage to the side Bramble Cottage, Low Street, South Milford. The PC has no objections.

1.Retrospective application for the erection of a storage building following demolition of green house Woodhaven, Common Lane, South Milford

Withdrawn

2008/74 MINUTES

The minutes of the Ordinary Meeting of the Parish Council held on 21st October 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Watson seconded Cllr Smith – all agreed.

2008/ 75 Matters arising from previous meeting

a) A1 site/A63 detrunking

A letter has gone out to NYCC, had an acknowledgement but no reply as yet.

2008/ 76 Ongoing Matters

a) A1 site

Cllr Hobman reported that the PC had formal raised a complaint about the shack in the middle of the field at the old A1 site with SDC Planning Enforcement Officers

b) A63 / Lumby

We need to make the cross roads safer. The HA are giving monies to Leeds CC and NYCC we want to participate in discussions to sort out any problems we have with the A63.

c) Flooding

A meeting was held with the Environment Agency. EA took away the suggestions made at the meeting to eliminate the problems South Milford is having. Not heard anything back from them. There is a meeting on Friday organised by John Grogan MP at Selby. Cllr Hobman will be attending.


2008/77 New Matters Arising.

a)Elmet Forum

No meeting. Next one 20th January 09.

b)Jag meeting

No meeting. Next meeting February 09.

c)Village newsletter

Clerk to ask Edward for next cut off date and pass to Cllr Smith. Cllr Smith to write an article for the newsletter.

d)South Milford Playing Fields Association.

Cllr Watson to join Cllr Roe on the SMPA – Clerk to send details to them.
The PC were not informed or represented at the remember day service in South Milford. Need to look at for next year.

e)Town Quarry

Waiting to hear from the Solicitors.


g) Eco Town

Cllr Mackman informed the PC that there would not be one in the Selby Area or Leeds City Region. They are looking at existing committees.

h) Smartwater

Cllr Roe inform the PC that he was looking at the 2nd option. Waiting for Police to get back to him.

i)Swan Croft

The PC agreed to pay the Planning Application fees for the above. A cheque was sent but the PC has been informed it was £20 short. Cllr Hobman proposed we pay the £20 seconded Cllr Reilly – all Cllr’s agreed.
Clerk to contact Cllr Plummer about the missing drawing for the Planning Application.


2008/78 Correspondence

1.SDC leaflets – Core strategy consultation on further options. Leaflets left at the village shop. Meeting organised for Wed. 3rd Dec 7- 8pm at The Thack. Grove House not available. Clerk to send out e-mail to include Cllr Mackman.

5.John Grogan MP – Meeting for flooding – 21st November at Scott Road Community Centre, Selby – South Milford 3.10pm – Clerk passed info onto Cllr’s via e-mail.
6.Streetscape (Product & Service) Ltd – Play area equipment – pass to PFA
7.Groundwork – Official Launch of Groundwork North Yorkshire – 21st November.
8.Edward French – re Weeding – needs go ahead for Steve Parkin to spray weeds around Parish twice a year. Is this ok? Proposed Cllr Reilly seconded Cllr Watson.
9.Communities and Local Government – A Consultation
10.SDC – report requested by SDC overview and Scrutiny Committee.
11.NYCC – Experimental 7.5T HCV weight limit Milford rd, Sherburn in Elmet

Accounts - Proposed Cllr Upton seconded Cllr Smith

Precept – Cllr Smith discussed the accounts and proposed a precept of £25,000.00 seconded Cllr Reilly. All Agreed.

2008/80 A.O.B

Cllr Upton has been asked about an area opposite the old A1 site that is being dug out – is this being done for dumping purposes. Cllr Mackman informed the PC that this was being investigated by the local authority.
Cllr Smith informed the PC that the Christmas lights would be put up on Sunday 30th November – meeting at 10am outside the British Legion. Leeds City Council have already fixed and put up 6 lights. He needs another person help. Cllr Reilly to arrange taking them down in January 09.
Cllr Reilly asked if anyone was available to help with the Santa Sleigh around the village.


2008/81 Date of next meeting.

The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 16th December 2008 at 7.30pm. The meeting closed at 8.55pm.
