MINUTES OF A ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 17th November 2009 at Grove House, South Milford at 7.30pm

2009/93 MINUTES

2009/94 NYCC update

Apologies were received from Cllr Jordan but information was passed on via Cllr Hobman

  1. The position on the board of governor at South Milford Primary School had been filled.

  2. A meeting is being arranged with regards to the A63.

  3. The dropped kerb issued had been passed back to NYCC.

Carole Mackman informed the PC that she as a map with suggested places for the dropped kerbs. She will send to SMPC. This was discussed with Paul Pyke of NYCC after a walk around the villag

2009/95 SDC update

Cllr John Mackman updated on the following:

Leeds Hook Moor – refused on MOD objections

Wakefield Darrington reduced from 6 to 5 turbines – refused Wakefield Met. Public enquiry to take place in Wakefield. The inspector will make the decision by the end of the year. The site is in greenbelt.

To be validated - Thorpe Willoughby, West Haddlesey and Cliffe

Awaiting construction – Rusholme

The situation is very complex. Local authorise are expected to provide facilities for gypsy’s and travellers. The site at Burn and Carlton are already full. They provide 12 pitches on each site.

Good progress is being made. A further round of consultation will take place in 2010 at the end of the 1st quarter. When this is complete it will be examined by the public inspector.

 2009/96 Matters arising from previous meeting

Girl Guides – from October meeting - After discussion it was agreed that Cllr Roe would look at an idea where the Guides could say help around the village to earn a donation towards the cost of the trip. Clerk to follow up with Cllr Roe.

2009/97 New Matters

1. Precept / Budget

Cllr Hobman discussed each item of the budget.

Clerk stipend to be raised to £4,200.00 from 1st April 2009 proposed Cllr Jackson seconded Cllr Plummer.

It was agreed that the precept for 2010 / 11 will be £28,000.00 proposed Cllr Jackson seconded Cllr Reilly. Clerk to inform SDC.

  1. Christmas lights - The Christmas lights are now up thanks to Tom Smith and his helpers. The electrics are to be upgraded on each lamp this is to be done over a 4 year period. Clerk to check with NYCC to make sure there are no renewals of lamps or post over the next few years.

  1. Village Security. Various issues were reported around the village.

Clerk to ask the Police along to the next meeting.

2009/98 Ongoing Matters

  1. Flooding

b) A63 - no progress

c) Minerals and Waste – Cllr Hobman as asked Cllr Jordan to check were they are with this.

d) Town Quarry - It was agreed that Cllr Coy to speak to John Cox about the way forward with this land.

f) Standing Order

h) 106 monies - Cllr Hobman as introduced himself to the new contact at SDC.

2009/99 Update from other meetings.

  1. Elmet Forum – lack of interest

  1. Jag meeting – Cllr Jackson reported on the 4th November meeting. There was one South Milford residents, Mr Hutchinson. Discussed about collecting for drink can from Lund Syke Lane. There was also an item about Lorries heading for Sherburn rather than going to the industrial estate. There was also concerns about poaches in the area.

  1. CIP’s – Next meeting 5th December at the Scout Hut, Sherburn in Elmet.

Cllrs John and Carol Mackman left the meeting at 8.55pm.

  1. SMPFC – Waiting for forecast. SMPC were asked if they would underwrite the contingency for the new project for £1,000.00 after discussion it was proposed Cllr Plummer seconded Cllr Watson. Cllr Watson to pass onto SMPFA.

d) Swan Croft – View written for acceptance. Going to PC December. Officers recommendation to PC 2/12 – need to address before 9/12. Cllr Hobman to represent Parish Council – Peter Torrible to represent Swancroft. Meeting next week.

2009/100 Correspondence

  1. E-mail from Laura Reilly. Wildlife Bank Project – could the PC underwrite the contingency for the project for £1000.00

  2. NYCC – Council plan and budget consultation 2010/11 – any feedback is needed before 22 January 2010.

  3. Thank you letter from The Chairman of SDC for the Donation from SMPC

  4. YLCA – a branch meeting to be held on Wed 18th November at 7.00pm in Committee Room 2, SDC Office, Selby.

  5. Tadcaster Town Council – Annual Christmas Market and Festival Sunday 29th November 2009 – Poster for noticeboards

  6. Official Garden Opening at South Milford Women’s Institute Tuesdsay17th November – E-mail already sent to Cllrs.

Accounts - Proposed Cllr Jackson seconded Cllr Plummer,

The complete auditored accounts were returned – everything ok. Vat to be claimed for year.

The monies collected from the Fete to be passed to Sue Thirsk of the Playgroup. Clerk to take.

2009/102 Planning

  1. Application for consent to prune Sycamore Tree T1 within TPO no. 3/1999 Springwell House, High Street, South Milford. – The PC would like to see the minimum amount of pruning.

Permission Granted

  1. Erection of a detached dwelling Lumby Hall, Butts Lane, Lumby

  2. Erection if a single storey extension 11 Common Lane, South Milford

  3. Erection if an attached garage to the side and a porch to the front elevation of 19 Burley Close, South Milford
