MINUTES OF A PLANNING AND ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 20th October 2009 at Grove House, South Milford at 7.00pm

2009/80 Planning
Planning – SDC
Retrospective application for alterations to parking and camping area Squires Coffee Bar, Newthorpe Lane, South Milford – additional info. & 2. Retrospective application for the retention of a modular building to provide staff accommodation Squires Coffee Bar, Newthorpe Lane, South Milford.
South Milford Parish Council is very concerned about the development at the above and would like to put forward the following observations.
Parking and camping application.
This development is in greenbelt.
Change of use – is this part of the Café business?
This application will create a lot more traffic, estimated 450 extra movements per week.
What are NYCC comments with regards to road safety?
The Parish Council object to this development.
Modular building
Our previous comments back in May 09 still stand.
The PC object to this planning application. The new build is not on existing site of building greenbelt area. Additional traffic for black spot road. If this is permitted what will future planning be submitted. Last year additional planning for accommodation was permitted why is extra now required?
The Parish Council feel that it is wrong for this developer to continue applying for planning retrospectively.
If there is to be a site meeting could you please let the Parish Council know the date so one of our Councillors can attend.
Application to raise the roof height and insert a dormer window to the west roof slope to facilitate above the existing garage Ashton House 112B High Street, South Milford. No observations.
Erection of an attached garage to the side and a porch to the front elevation 19 Burley Close, South Milford. No observations.
Listed Buildings consent to Erection of a conservatory to the rear 10 Steeton Way South Milford. South Milford Parish Council has concerns that proposals are large in comparison to the footprint and development as a whole.
Erection of a two storey ext a first floor ext above garage and a porch o the front 69A High Street South Milford. No observations.

2009/81 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 15th September 2009 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Watson – all agreed.
2009/82 Girl Guides
Paula Spencer introduced herself as one of the 4 guiders from South Milford Guides and Kirsty from the Ranger units. From September 2009 – 2010 the guides are celebrating the Centenary for Girl Guides in the UK. To celebrate this they are organising a trip to Adelboden in Switzerland in July 2010 for 20 girls and 7 guiders. They are asking the Parish Council for their support. They have been and are still raising funds for this trip by holding a ceilidh, barbeque, raffles, tombolas, craft stalls and a Christmas market. They will be helping out at the Bonfire they are also car washing and selling books and DVD via Sand Lane Stores. It will cost approx £600 for each girl to go to Switzerland. They have already raised nearly £3,000.00 but need another £7,000.00. The Parish Council agreed in principal they support the trip and would discuss later and get back to them. Cllr Hobman thanked Paula and Kirsty for all their efforts and wished them luck,
After discussion it was agreed that Cllr Roe would look at an idea where the Guides could say help around the village to earn a donation towards the cost of the trip.
2009/83 Candidates for New Councillor
Three people have put their names forward for the above after a recent advert. They are Ian Nicholls, Mark Perrin and Dean Brazenall. Mark Perrin came along to the meeting to introduce himself. After Mr Perrin left the meeting a vote was taken and it was agreed that Mark Perrin would be co-opted onto to South Milford Parish Council as the new Parish Councillor. Clerk to inform.
2009/84 NYCC update
Cllr Jordan informed the PC about various issues involving South Milford Parish.
There is no longer a lamp near the bridge on Low Street
Sherburn ward will be holding a meeting re Transport Strategy.
South Milford School applied for a new Installation of a replacement kitchen ventilation system.
A63 – new bollards to stop HGV’s parking. There is an issue with litter – hopefully being resolved.
Cllr Roe commented that someone will die on this road if nothing is done about the problems. We have been discussing this issue for the last 18th months and we are still no further.
2009/85 SDC update
Cllr John Mackman updated on the following:
Windfarm – Validate planning now received for
Thorpe Willoughby – 7 turbines
West Haddlesey – 14 turbines
Cliffe – 5 turbines
Accepted as Planning Applications –
Bryam – 9 turbines – not yet submitted
Hensall – 14 turbines – not yet submitted
Rusholme – 12 turbines approved.
All together there are 61 turbines around this area each 125-127.5 metres high.
There are various responses from the MOD.
Power Station Drax – Bio fuel boiler – plant in commissioned.
There is also a proposed one at Ferrybridge – Cllr Mackman to arrange a meeting and presentation between various Parish Council’s to be in touch with Clerk re date.
Gypsy’s and Travellers. There are various problems of them trying to settle in surrounding parish with these.
Towton -they have applied for planning permission.
Hillam to Burton Salmon Road
A162 – suspect gypsy and travellers they have been issued with a temporary injunction to stop them – needs a permanent injunction.
Bryam – enforcement Officer dealing with.
Sherburn.
This is a serious problem at the moment.

Squires Café
The buffer strip at the Barratt Estate – needs more information.
Drop kerbs – there will be new ones around Sand Lane.
Swancroft – there are various issues that SDC have with this planning application and it will not meet November planning. – Cllr Hobman to follow up.
2009/86 Matters arising from previous meeting
Town Quarry - Cllr Hobman to do. He has spoken to Mr Cox.
2009/87 New Matters
Financial Risk – The Clerk show the sheet to the Councillors and it was agreed to complete as discussed. Clerk to send a copy to all Councillors.
Wildlife Bank Project – Cllr Watson informed the Cllr’s that there had been a delay and the project will now start Jan 2010. The 106 monies will be needed for this time. To draw this down the PC need info on this project to submit to SDC. Cllr Watson to sort.
