SOUTH MILFORD PARISH COUNCIL

MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 16th October 2007
At Grove House, South Milford at 7.30pm


PRESENT: Cllr's Hobman, P Reilly, J Roe, D Jackson, A Upton, M Plummer,

Apologies: Cllrs Ward, Long, Smith

· The Chair welcomed Martin Hathaway. He informed the PC that over the weekend the bus shelter opposite the Post Office had been smashed and neither the Police nor local authorities had been out to the incident. The Police had said they would come out and never turned up. There as also been incidents with youth at the playing fields.
· Neil and Charlotte of Bridge Garth also reported that on the same night in the earlier hours two rocks were put through their car windows. There was also damage to the Swan Public House on the same night.
· They feel that the trouble is caused as people are leaving The Thack in the early hours of the morning.
· Cllr Hobman said that they Parish council would do everything they could to help and they would send a letter to Inspector Abbott and said that people must still contact the Police of any incidents.
· Cllr Carol Mackman suggested that this item be brought up and the next Jag meeting.

The chair thanked Martin, Neil and Charlotte for the attending the meeting and will report back to them with any developments.

SMSA

· Neil Clarke gave a progress report so far.
· The SMSA recently had meetings with the FA and SDC, who both backed the scheme. The FA will provide funding but won't support an all weather pitch due to the financial funding. So they will not go ahead with that. They will give 50% .
· They are also looking into getting coal board regeneration monies.
· They spoke to the Planners who won't give permission for a 2 storey building, so will need to look at designs and re-address the Planners.
· Mr Shevrill will lease the land for 10 years at £450 per year.
· The PC supports the scheme and will contribute 106 monies, but no monies to be release unless they get Planning permission.
· Cllr Carol Mackman to look at why they could not get Planning Permission on Mr Shevrill's land for this development.
· A Village Meeting needs to be arranged.
· Clerk to contact Planning to ask if they need Planning Permission for 4ft high fence and to ask Gary Limbert if funding is available for the fencing.

Teenagers/Boxing

The Parish Council received an e-mail from Mickey Bradshaw who owns and runs UK Fighting arts Association. He has recently moved to Sherburn and heard that a lot of teenagers were hanging around the villages and that people were complaining about this on the Sherburn and Milford web pages. So he started a boxing class for under 18s at Fitness First in Sherburn, but has recently moved to the WI Hall in South Milford. At the moment he runs one class a week and it is very popular. He is being asked by his students to do more classes a week but can't support this financial and is asking if the Parish Council could make a donation or buy some of his equipment. The Parish Council support the case but asked if could send the list of equipment to the Clerk and they will look into it.

2007/74 MINUTES

· The minutes of the Ordinary Meeting of the Parish Council held on 17th July 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Roe seconded Cllr Jackson - all agreed.

Matters arising from previous meeting.

· Craig Steward - A letter was done but on hold till we hear from Craig. Draft letter to Cllr Snowball.

2007 /75 Ongoing Matters

a) A1

Cllr Hobman reported that general speaking people are not happy. We have employed the services of Mr peter Torrible of The Land and Development Practice at Wetherby. Looking into legal issue on site.

b) A63/Lumby Traffic Management

Cllr Upton to look into recent accidents reported.

c) Lumby Village

Take off agenda.

d) South Milford Flooding

Cllr Hobman reported that the meeting went well, he e-mail a report to all Cllrs. He needs to get in touch with the Environmental People. A Flood Committee needs to be formed. Cllr Hobman proposed that this should include two Parish Councillors. All agreed. Cllrs Hobman and Jackson to be part of Committee.

e) Post Office

Cllr Reilly reported that Bill Earnshaw was still supporting the Post Office and Laura was days from completion. It should be sorted by end of month.

2007 / 76 New Matters arising

a) Elemet Forum

Monk Fryston PC is happy to help Cllr Roe with Sherburn Aerodrome.

b) Jag Meeting

Cllr Jackson asked for the PC to get a copy of the minutes.

c) Village Newsletter

It was agreed that Cllr Ward would write articles for the Village Newsletter. Cllr Reilly to inform him.

d) Local Road Policy

Cllr Hobman e-mail a list of road issues within the Parish to each Cllr for discussion. All ok with list, Cllr Hobman to pass to Edward French to put on web page.

2007/78 PLANNING

1. First floor ext and associated works, Hall Farm Cottage, Butts Lane, Lumby. - ext odd, is it in keeping with the area.
2. resubmission of withdrawn application 8/57/275C/PA erection of one dwelling with integral garage and erection of detached garage to serve existing dwelling 24 Westfield Lane, South Milford. As previous application.
3. Erection of a new garage block 112B High Street - no objections.
4. Two storey rear ext. 17 The Meadows South Milford - no objections

Letter received from SDC re withdrawing of 40 dwellings - Southlands House, Southlands Close, South Milford.

Mazars have contacted the Clerk and asked if the PC owns the seat purchase in last years accounts. No - The Village people. Also is the fidelity insurance sufficient 10,000.00. Clerk to check with YLCA.

2007/80 A.O.B

· Clerk to ring the lights dep about all the roundabout lights off. This as been reported once.
· Clerk to organise a card and flowers for Mr Ray Gill. And give the PC's thanks for all his hard work on the Christmas lights.
· Clerk to contact SDC enforcement officer about Makins Farm yard.
· Cllrs to organise a stone tub with flowers on entrance to Lumby.

2007/73 Date of next meeting.

· The next Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 20th November 2007 at 7.30pm. The meeting closed at 9.50pm.
