MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 21st October 2008
At Grove House, South Milford at 7.30pm

2008/62 Co-option of New Councillor

Cllr Hobman introduced James Watson to the PC members and informed them that James was willing to become a Parish Council. After discussion it was agreed to co-opt James onto the Parish Council. All agreed. Cllr Hobman welcomed Cllr Watson to the meeting.

2008/63

1. Jo Walker – Selby District Play Ranger Project - Groundwork Selby

Jo introduced her team and explained that the project is to facilitate children’s play. They intent to organise an “open day” and pass information to parents. They have sports and art equipment and the project is funded by the Big Lotto fund and SDC. They have already set up a timetable of events. They do not require forms etc, the responsible remains with the parents. The age group is 5-15 years, but will not turn any child away. Children of 8 years and under must be accommodated by a parent. They do have a forms for parents to complete if they are ok with a child of 8 years staying on there own. All activities are outside. The idea of this project is get children back into green fields. The group approach children via Schools and leaflets. The first session will be a consultation, asking kids what they would like. They would come to South Milford once a fortnight. At the moment they have two teams. They want nothing form the PC except for them to be aware and raise awareness of the project. Cllr Jackson asked if they had introduced themselves to the High School. They had not yet.

Cllr Hobman thanked Jo for coming along to the meeting and said it was a wonderful project.

2. 4 residents from Milford Junction re Planning 1 Westbourne Terrace, South Milford

The 4 residents are very concerned about additional traffic from the proposed 3 flats in to a very busy area served by a single track access road, owned by the railway. They already have problems with parking. They except there will be a 50% increase in vehicles from these new properties. The nearest bus stop is a mile walk away so most people do have cars. If any cars park on the road through Milford junction it causes problems for passing cars. Emergency and refuse services need to get by and with the additional properties you also have more recycling bins etc on the road causing obstruction. The refuse vehicle already needs to reverse 50 yds before swinging round.

Cllr Hobman thanked the residents for coming along and said the PC would discuss this in the Planning Section.

3. Anthony McKee, 79 Westfield Lane and Neighbour re: Planning 115 High Street, South Milford

Mr McKee is concerned about the development of 115 High Street. The proposal is to take down the existing building and build 3no. 4 bedroom houses. 1 leaving via High Street and 2 via Westfield Lane. He feels that the site is more suited to 2 dwellings not 3 and has concerns about vehicles pulling onto Westfield Lane near an already busy junction and also cars parking outside the properties.

Cllr Hobman thanked the residents for coming along and said the PC would discuss this in the Planning Section.

4. Steve Whitham – Village Upkeep attendant.

Cllr Hobman and Smith explained that a person was needed to keep the village clean and tidy. Clearing away leaves, weeds extra from around the village. The PC felt that there would be 8 hours work a week and were willing to pay £5.65 per hour. The person would need to have there own insurance etc / full liability. They would schedule their own time and invoice the PC once a month. They would keep the PC informed via the clerk of any additional works they feel that was needed. All the Cllr’s agreed on these terms. Mr Whitman to have a think about this and will contact the Clerk.

Carol Mackman to check with NYCC what cleaning schedules they have.

2008/64 MINUTES

The minutes of the Ordinary Meeting of the Parish Council held on 16th September 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Duxbury – all agreed.

2008/ 65 Matters arising from previous meeting


a) Town Quarry

All information has been passed to Elmhirst Solicitors.

b) School Newsletter

This is being circulated to PC members

c) A1 site/A63 detrunking

A meeting was held. Cllr Hobman sent out a letter to Divisional Directors of HA. Waiting for reply.
A letter needs to be written to NYCC about the PC’s concerns about the Detrunking of the A63 and the work that needs to be carried out before this. Letter to go to Richard Flinton – Corporate Director at Northallerton, copies Cllr Snowball and Paul Sheppard.

d) Minerals and Waste Plan

Cllr Hobman reported that nothing was happening at the moment. It is now deferred until next year.

e) South Milford Flooding

Cllr Hobman reported that there was a meeting next Tuesday 28th October at Grove House to meet the Environment Agency. After this meeting they will organise a public meeting to let the villagers know what is happening. MP John Grogan is also organising a meeting in November.

Cllr Jackson attended the meeting at the WI Hall in South Milford. It was not well attended by South Milford People. The PC need to look into publishing these meeting more. Leaflet drop etc. The Chair resigned. Clerk to contact Tina Orne of SDC to get any dates for organised meetings.

c)Village newsletter

Cllr Reilly wrote an article for the newsletter.

d)South Milford Playing Fields Association.

Nothing to report.

Discussed earlier.

Cllr Hobman reported that the cheque for £1,320 had gone off to SDC for the Planning Application.

2008/68 Planning


1.Erection of a block of three apartments 1 Westbourne Terrace South Milford. The PC has concerns about the increased traffic this development will create in an already over trafficked area. There would appear to be not enough parking spaces, no garden area or recreation facilities on this site. This small area of South Milford is fee by an un-adopted single track road, which includes a blind bend. Emergency and refuse vehicles already have to reverse in this area because there is no room for turning. Increasing the amount of traffic in this area would only increase the risk of accidents. There are also concerns about adequate drainage; given it is a flooding area.

2.Proposed erection of three dwellings following the demolition of the existing dwelling, 115 High Street, South Milford. The PC’s previous comments on this development stand. They would confirm that they have concerns about the access and egress onto Westfield Lane from this site, the access is near an already busy junction.

The Clerk informed the PC that the accounts were back from the auditors and read out their report. The PC need to do a risk assessment on all bins and seat that they own in the village. Clerk to contact Edward t see if the PC own or the VP. We also need to complete our Standing Orders. We are waiting for YLCA to send the new edition.
