MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 18th September
2007
At Grove House, South Milford at 7.30pm
PRESENT: Cllr's Hobman, P Reilly, T Smith, J Roe, D Jackson, A Upton, D Ward,

Apologies: Cllrs M Plummer
PC Thompson - Sherburn Police.
PC Thompson introduced himself. He as taken over the Parish of South Milford
from PC J Richardson. He will send his contact details via e-mail to the Clerk
to pass out to the PC members.
The graffiti issued around Sherburn and South Milford has been dealt with. There
as been an arrest and hopefully the culprit will be made to clean up. The Parish
Council asked if whilst patrolling South Milford the Police could also incorporate
Lumby and informed him of the incident with the eggs and graffiti in Lumby.
PC Thompson informed the PC that the Police intended to make people aware of
a Police presence by going along to schools as the children are going home etc.
If you see anything suspect whilst someone is driving a car if you ring the
Police with the vehicle registration number they can tem follow and watch the
vehicle. The Thack is still being monitored.
Cllr Hobman thanked PC Thompson for coming along to the meeting.
Craig Steward
Craig presented the PC with hard copies of details of a feasibility study into
a potential transportation route - between Milford Sidings and British Gypsum.
The study was looking at the possibility of unloading raw materials, delivered
from Drax by train and transporting them to British Gypsum plant by road, via
Meadow Lane and Lumby Lane. He was asking if the PC could support them in trying
to get this stopped at South Milford and maybe use Gascoigne Wood. And The residents
of Hampton Row (off Meadow Lane and parallel to the train tracks, were given
no advanced notice of the trial. If the trial is successful there will be between
40 and 60 twenty tonne trucks travelling up and down Meadow Lane each day. The
trucks were being loaded from the train by crane, within 15 metres of the houses.
The Cllrs agreed to write to NYCC supporting a new rail head at Sherburn.
2007/65 MINUTES
· The minutes of the Ordinary Meeting of the Parish Council held on 17th July 2007 had been circulated along with the Notice of Meeting. Proposed Cllr Roe seconded Cllr Jackson - all agreed.
Matters arising from previous meeting.
2007/66 SMSA
· Cllr Reilly reported on the above. He has had feed back from Peter
Murphy and is waiting for firmer architects drawings from SMSA.
· They need estimates for the fencing and they need to speak to Gary
Limbert about funding
· Clerk to invite Neil Clarke to next meeting.
2007 /67 Ongoing Matters
a) A1
Cllr Hobman wrote to the Highways Agency. The site is not fully restored. There
is a hard surface which is being used by vehicles for overnight stopovers. Some
vehicles using the location are then reserving onto the A63. The entrance is
also used as a turning point. It was noted there has been a fatality whilst
the site was in use at this point. The letter also refers to the A63 crossroads.
b) A63/Lumby Traffic Management
A meeting as taken place re the A63 detrucking - all PC's wrote a letter and
handed them in at the Selby Area Committee. Before this takes place there are
issues that need sorting.
c) Lumby Village
· Cllr Smith reported that NYCC own the village green in Lumby. The
PC to carry on cutting.
· A letter was received from NYCC - Mr Brian Watson re New speed signs
for the village at £600 as per a meeting with PC members. These are not
the signs that were asked for. Clerk to contact Mr Watson and speak to him about
the signs.
· Cllr Smith and Cllr Upton to get estimate for tubs etc for Lumby.
· The Clerk to contact NYCC Paul Pyke and chase up what is happening
about the flooded corner on Butts Lane.

d) South Milford Flooding
Cllrs Hobman and Jackson attending a meeting with the Environment Agency to
try and gain a better understanding of who is responsible for which water courses.
More information needs to be gathered before the next meeting with MP John Grogan
on the 1st October. There is a meeting organised for Tuesday 25th September
at Grove House.

Cllr Upton had not received anything back.
Standard Matters
NYCC - Cllr Jim Snowball offers his apologies he as a meeting elsewhere but
sends in some notes.
A. British Gypsum Transport Liaison Group. I attended this meeting in my role
as the Local County Council member but also doubled up as the South Milford
Parish Council representative. I have advised the Group Secretary of the change
in the situation and she should have been in touch with you about the new PC
rep.
Enclosed is a copy of the papers considered at the meeting for the PC information.
Three matters I would bring to your attention.
1. The Company are seeking an increase in lorry movements of some 100 lorry
movements per day because of increased demand and new legislation. This is an
immediate planning request and relates to the movements of raw material into
the site from Drax. It will affect the A63 from the A1(M) but not the village
itself.
2. In the longer term they are investigating the use of rail as a means of transporting
the raw materials. Three options are being looked at but we are a long way from
any decision.
a) The construction of a rail head within the Gypsum site - very,very expensive
apparently.
b) The use of Gascoigne Wood
c) The use of South Milford sidings.
3) In the very long term the movement of finished materials by rail. Hopefully the PC will get an invitation to the next meeting which is some time in the New Year.
B, Access to South Milford Railway station
I am delighted to inform you, after a marathon c.8 years of negotiation, that
the footpath - from the railway level crossing to South Milford Railway station,
from the public footpath that runs from High Street to Highfields can now be
legally used by residents from both South Milford and Sherburn who wish to take
that route to the station. This may be something that the PC wishes to inform
the Community about via the newsletter.
If there are any County Council issues the PC wish to draw to my attention please let me know.
Selby D.C. - Cllr John Mackman
1. SDC have signed and set up a team to deal with Nottingham Climate change
improvement.
2. SDC to set up a new Customer Contact Centre in the middle of Selby. To be
set up April 2008 this will be to deal with all Customer service matters.
3. Renaissance programme - regeneration of three towns - Selby, Tadcaster and
Sherburn.
4. New Tennant agreements in place.
5. MIP re affordable houses
6. Maltings - this as now been passed to NYCC to determine
7. Speed bumps to be discussed at the November Area Committee meeting.
