MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 16th September

At Grove House, South Milford at 7.30pm

2008/51 Co-option of New Councillor
Cllr Hobman introduced Becky Duxbury to the PC members and informed them that Becky was willing to become a Parish Council. After discussion it was agreed to co-opt Becky onto the Parish Council. All agreed. Cllr Hobman welcomed Cllr Duxbury to the meeting.

2008/52 Graham Steele Headmaster at Sherburn High School
Mr Steele thanked the PC for allowing him to come along to the meeting and informed them that he wanted to discuss how the Community could work together with the School. Mr Steele gave a brief background and employment history of himself. Then explained that the numbers of pupils at Sherburn High School had dropped considerably from 1,000 pupils to 837 and this figure is likely to drop to below 800. The High School is feed by 11 Primary Schools. The average intake per years is 212. The School is doing carefully analysis and will follow through their findings. Mr Steele wants to know what the Parish Council and the Community expect from the School. He wants to move from satisfactory to outstanding over a three year period. Cllr Roe agreed the School needs to work closely with the Community and also need to receive more good press. Cllr Hobman agreed and asked if the School members have worked with members of the public at all. Do kids go to local business? Mr Steel said the School were putting together exciting plans with Staff and Governors for the children. Mr Steele explained that the results this summer for Stage 3 were in line with and better than the national average. CSE – above national average, the GCSE were disappointing and the A level results were up. Cllr Smith asked do many students go onto University? Mr Steele said yes a good number go onto higher education from the school. A Newsletter from the School is produced and passed to all Students and Governors. Cllr Plummer to pass to Clerk each time for distribution to other Councillors.
Cllr Hobman thanked Mr Steele for coming along to the meeting.
2008/53 MINUTES
The minutes of the Ordinary Meeting of the Parish Council held on 15th July 2008 had been circulated along with the Notice of Meeting. Proposed Cllr Jackson seconded Cllr Upton – all agreed.
Cllr Snowball informed the PC that NYCC minerals and Waste were holding a meeting next Tuesday – 23rd September 2008 which includes Gascoigne Wood as a site. The PC need to look out for consultation papers.
Cllr Snowball left the meeting at 8pm.
2008/ 54 Matters arising from previous meeting
a) Neighbourhood watch
Cllr Upton is waiting for PC Kelly to get back to her about a date for a meeting in Lumby.
b) A1 site
An e-mail was received from P Sheppard explained that the previous technique use to put down the kerbs was unsuccessful. So they were replaced.
c) Town Quarry
The Clerk to look through old minute books around the 1960’s to see if there are any details of the PC being given the Town Quarry. This information to be passed to Elmhirst Solicitors.
d) Web page
Cllr Hobman and Reilly need to look at this.
2008/55 On going matters.
a)A1 Site Restoration/ A63 Detrucking.
A letter was received from Andrew Brown of Highways Agency in connection with this issued – a reply was returned – copy to J Grogan MP and Cllr Snowball. Cllr Hobman to write again to HA and raise points again to different person. Cllr Mackman spoke to Andrew Brown of HA about Monk Fryston issues.
b)South Milford Flooding.
A meeting was held on the 18th July with J Grogan MP. They walked around the village of South Milford. Cllr Hobman wrote a letter of thanks to J Grogan. Cllr Hobman has since received letters from J Grogan, P Holmes of the Env. Agency saying they are to do a completed study, which includes South Milford. They are also to de-silt the beck near The swan. They are proposing to hold a meeting in November. The Env Agency is meeting towards the end of September. There is also a meeting taking place on Monday 29th September at 10am Grove House.
Post Office up and running – take off agenda.
2008/56 New Matters Arising.
a)Elmet Forum
No one attended the meeting. Cllr Mackman informed the meeting that Eco Town was up for discussion. Consultation out for 12 weeks. There were 15 sites – now 13 sites across the country. Stage 1 – June 08, Stage 2 – Sept 08 Consultation. Stage 3 – Publication 2009 – final lists of locations. Stage 4 – each scheme to submit Planning Application. Cllr Mackman produced a paper “Eco Towns Greener” July 08. Clerk to try and get hold of a copy.
b)Jag meeting
Next meeting Thursday 2nd October.
c)Village newsletter
Cllr Reilly to write an article for next newsletter.
d)Minerals and Waste Plan.
Cllr Hobman to contact Land & Dev Practice to see if we can make representation on the 23rd September 2008.
e)South Milford Playing Fields Association.
Cllr Roe reported that re: next phase.
1. Positive feed back received. £38,000.00 in place.
2. Memorial- PFA obtained quotes to get stone done or replaced £325.0.
Donations wanted.
3. Consulting with village before putting in new stone via Milford messenger.
Cllr Roe to go to Royal British Legion to sort and ask for funding.
A notice has been received that the ROSPA report due September 08.

Discussed earlier.
h) Smartwater
Cllr Roe to put up notices in Grove House about Smartwater for OAPS, the packs cost £15.00 each. PC to give £5.00, household £10.00.
i)Swan Croft
Cllr Hobman reported that Mr P Torrible had offered to do the whole application free. We may get an invoice if any additional work. Cllr Hobman proposed that the PC pay the application fee, which should be no more than £1,000.00 seconded Cllr Roe – all agreed.
j)Village upkeep attendant
We have someone who may be interested in this job. Clerk to put up an advert and invite anyone to next meeting. Clerk to contact YLCA

Clerk to put NYCC lighting number on noticeboards.
Xmas lights – Cllr Smith reported that he had visited Leeds Corporation Xmas
light dept. tow lights to be made for South Milford. All fittings on lamppost
need replacing over time.
Cllr Upton informed the PC that the VDS group will be Meeting at The Thack on
the 30th September.

The next Open and Ordinary Meeting of the Parish Council will be held at Grove House, Sand Lane, South Milford on Tuesday 18th November 2008 at 7.30pm. The meeting closed at 9.55pm.
